This position will be located at the New Mexico VA Healthcare System, within the Ambulatory Care Department. The incumbent provides administrative and management assistance to the ACOS/Ambulatory Care and Primary Care Clinical Business Manager (PCCBM). Ambulatory Care Service (ACS) is comprised of the following clinical sections: General Internal Medicine/Primary Care Clinics, Community Based Outpatient, Contract and Occupational Clinics, Employee and Administrative Medicine Section.
Duties
The Administrative Officer/ACS at this level (GS-11) has supervisory responsibility and is administratively responsible to the PCCBM as regards policies and objectives.
Major duties and responsibilities include:
Provide administrative and management assistance to the ACOS/Ambulatory Care and Primary Care Clinical Business Manager (PCCBM).
Recommend and implement change in administrative procedures and policy.
Respond personally to inquiries and administrative problems brought to the incumbent.
Make daily contacts with Service/Section Chiefs to exchange information, convey requests or instructions, prepare or request statistical and report data, and make appointments.
Ensure that subordinates are trained, for furthering the goals of equal employment opportunity, providing full staff assistance on administrative matters, and providing staff support in the maintenance of data.
Through constant tracking and analysis, maintain an awareness of available resources, and make recommendations regarding needs, distribution or redistribution of these resources.
Responsible for ensuring all documents, reports, correspondence, etc., received for the Business Manager/Chief's review or approval are completed appropriately and in an acceptable format.
Compose correspondence for the Business Manager and/or Chief's signature.
Record management.
Coordinate conferences and meetings: schedule appointments, reserve space, time, and notify individuals who are expected to attend.
Budget formulation, justification, and execution.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For the GS-11 grade level you may qualify based on your experience and/or education as described below:
Specialized Experience: (In addition to meeting Time in Grade) You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Experience with administrative supervision and monitoring of administrative support staff; (2) Develop performance standards, write position descriptions/functional statements; (3) Internal and External department liaison; (4) Complaint resolution; (5) Budget/Financial Management; (6) Experience with conducting New Employee Orientation; (7) Equipment management; (8) Employee leave management; (9) Experience with Organizational Chart management; (10) Enforces all policies and regulatory guidance; (11) Development of employee training needs; (12) Records Management; (13) Travel coordination; (14) Maintains administrative systems; (15) Experience with distributing work assignments to subordinate staff. (must be able to demonstrate this experience in resume) OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree in one or LL.M. if related. Note: coursework must have equipped you with the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Note: coursework must have equipped you with the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. (1) Manage the office operations and serve as the principal pivotal point in the management of the Business Manager; (2) Compile information/reports from various sources for the service and working group and record minutes for a myriad of staff meetings; and (3) Provide coverage for sub-specialty sections of the service during the absence of personnel by performing their duties. Physical Requirements: The work involves sitting primarily; working on a computer preparing reports and data entry, walking, some standing and light lifting.
