This position is located within the public safety dispatch operations and serves in a Communications Center that provides public safety dispatch operation, in a complex environment, serving one or more units, jurisdictions, full on-site access (query and input) to National Criminal Information Network (NCIC), National Law Enforcements Communications System (NLETS); primary or secondary Public Safety Answering Point (PSAP) with full responsibility in public safety emergency response.

Duties

Coordinates major relay networks involving flow of information across various platforms (email, fax, phones, PCs, etc.) between various parks, division offices, and local and state agencies. Services as primary telecommunications equipment operator for a complex law enforcement, emergency services operations responsible for processing calls for service, dispatching personnel and equipment to law enforcement and emergency situations to include fires, emergency medical services, law enforcement incidents, weather related incidents; tracking personnel and incident status; monitoring alarm systems and ensuring proper response. Inputs data info Computer-aided dispatch system and parks National Park Service Incident Management Analysis and Reporting System for law enforcement filing systems. Operates a complex law enforcement telecommunications system interfaced with local/state/national law enforcement communication networks. Operates modern communication center radio console and recording system.

Qualifications

All qualifications must be met by the closing date of this announcement-11/20/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess the following minimum qualifications by close of the announcement: Experience: At least one year of specialized experience equivalent to GS-4 level - performing the following duties: working as a dispatcher in person, by telephone, or by radio, operating a telephone switchboard, operating a radio base station, working an information desk that involved in-person, and either telephone or radio contacts, working as a receptionist or other comparable administrative position that involved similar contacts. You must include hours per week worked. OR Education: Successful completion of 4 years of education above the high school level or Bachelor's degree, if directly related. OR A combination of education and specialized experience as described above. To combine education and the number of semester hours (or equivalent) earned towards a bachelor's degree, in excess of 60 semester hours, and divide by 60 semester hours (or equivalent) Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement: Experience: At least one year of specialized experience equivalent to GS-5 level - (1) providing public safety dispatching (e.g., law enforcement, emergency medical, search and rescue, and fire) operations in an emergency communications center; (2) providing instructions to callers for medical emergencies using an approved Emergency Medical Data card-set; (3) utilizing law enforcement computerized databases such as national law enforcement telecommunications system (NLETS), criminal justice information system (CJIS), national crime information center (NCIC) and; (4) preparing records to capture all significant events for later analysis. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-5: To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
