Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations, in Fairfax, Virginia.
This is a non-bargaining unit position.
Duties
As a Supervisory Victim Assistant Program Specialist, you will perform the following duties:
Serve as the supervisor for the Immigration and Customs Enforcement (ICE) Victim Assistance Program (VAP).
Supervise staff assigned to the VAP and for policy development, budget, program implementation and evaluation.
Ensure ICE compliance with all federal legislation regarding the treatment and provision of services to victims of crime and with ICE VAP policy.
Serve as the primary liaison with Federal agencies, ICE field offices, DHS and DOJ Components, and other federal, state, and local officials and non-governmental agencies regarding victim assistance issues.

- Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
- Incumbent will be required to have a SECRET security clearance as a condition of employment.

In addition to meeting the minimum qualifications below, you must also possess one of the following to satisfy the Individual Occupational Requirement for the GS-0101 job series.
Degree: Behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-1grade level or equivalent performing duties such as:
Providing counseling to subordinate staff to discuss program progress.
Planning and directing work to be accomplished by subordinate staff.
Developing and implementing procedures, position papers, operational instructions, and decision memoranda bearing on all issues relating to a Victim Assistance Program.
Conducting and supervising the development of training materials regarding victim and witness assistance, forensic interviewing, crisis intervention, victim services, state compensation laws, and state and federal victim notification programs for a variety of professionals.
