About the Position: This position is with the U.S. Army Corps of Engineers, Southwestern Division, Galveston District, Engineering and Construction Division located in Port Arthur, TX.
A Recruitment/Relocation Incentive of up to 25% of the Base Salary, MAY be offered, depending on funding availability and management discretion. An Incentive must be requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signed service agreement.
Duties
Supervise employees in conducting quality assurance (QA) activities, monitoring contractor Quality Control (QC) procedures, and safety inspection duties.
Provide technical advice to Resident Office staff on both technical and administrative matters.
Monitor the quality control (QC) and assurance activities for constructing dam embankment, structural and concrete for the outlet structures for conformance with plans and regulations and key technical specifications.
Review plans, specifications, building codes, industry standards, regulations, technical manuals, etc., to become thoroughly familiar with job requirements to assure compliance.
Confer with Contractor's representatives to resolve differences of opinion and approve changes in quality control procedures and schedules, as required.
Conduct surveillance to assure the Contractor is conducting quality control operations to produce work in conformance with plans and specifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) Travel is required up to 5% of the time.
- Appointment to this position is subject to a one- year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent must possess a valid state driver's license.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal Service performing the following duties: 1) Conducting quality assurance (QA) of construction sites to ensure conformance with plans and specifications.; AND 2) Monitoring contractor Quality Control (QC) procedures to guarantee that safety requirements and regulations are being implemented.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
