The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the installation Emergency Communications Center (ECC).

Duties

Plans, organizes, and directs the activities of 325th Fire Emergency Services Flight ECC, ensuring that all emergency response agencies (fire, law enforcement, emergency medical services) comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to military subordinates/personnel regarding policies, procedures, and directives of management. Represents the Fire Protection Flight with a variety of installation and functional area organizations. Provides Emergency 911-call taking and dispatching services. Determines the nature of the emergency in accordance with established guidelines. Maintains operational capability and ensures serviceability of all associated dispatch center equipment.

  • Work may occasionally require travel away from the normal duty station for duty related training. Incumbent is required to wear a prescribed uniform and maintain a professional appearance.

  • This position has been designated by the AF as a Testing Designated Position (TDP) under the coverage of the Air Force Civilian Personnel Drug Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety.
  • Subject to recall in the event of real-world disasters and emergencies. Incumbent may also be required to take part in test alerts and practice readiness exercises.

  • Incumbent shall be required to participate and/or manage major components of the Commission on Fire Accreditation International and Fire Emergency Services Assessment Program.
  • This position is not covered as a rigorous position under the federal Firefighter’s Retirement System’s special retirement. Must be able to obtain and maintain a current Emergency Medical Dispatch (EMD) certification, CPR, and DoD (Cond't)
  • (Cond't) Firefighter Certification Program Public Communicator Level 1 and 2 and Hazardous Materials Awareness; includes initial and follow-up certifications within 12 months of hire.
  • The work requires the employee to drive a motor vehicle. Must possess and maintain an appropriate valid driver’s license. Must participate in recurrent proficiency training as directed. Must be resourceful and alert to adequately perform duties.
  • Employee is required to work a 40-hour work week which may include weekends and holidays. Shift Work (12 hours) may be required during extended emergency operations or personnel shortages.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Dispatching Series 2151. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of operations for Central 911 Emergency Communications Center (ECC) policy and procedures to include fire, law enforcement, EMS, assigned vehicles and communication devices. Knowledge of federal laws, statutory and administrative codes, ordinances, and regulations related to public safety communications as well as safety and security regulations, practices, and procedures. Knowledge and experience with computer operations, Computer Aided Dispatching Systems, dispatch systems, protocols, radio systems, and interoperability as applied to law enforcement, fire and EMS. Knowledge of principles and methods of 911 emergency telephone systems and standard telephone operations, Federal Communications Commission Rules and regulations, NexGen 911, Narrow-banding, Voice over Internet Protocol (VoIP), and Radio over Internet Protocol (RoIP). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of operations for Central 911 Emergency Communications Center (ECC) policy and procedures to include fire, law enforcement, EMS, assigned vehicles and communication devices. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
