About the Position: Position's responsibilities are to supervise and manage the operations and maintenance field program of the Los Angeles District operational facilities and infrastructure which include 16 dams, 1 debris basin and 61 miles of channel, spillways, and other non-dam structures, environmental stewardship, equipment, buildings and grounds.

Duties

Supervises a mixture of dissimilar occupations including maintenance workers, dam operators, and engineering equipment operators. Provides input into Five Year Work Plans which identify work priorities, budget targets, staffing requirements, cost estimates and projected work schedules in support of the District Operations and Maintenance Flood Risk Management mission. Directs construction projects, emergency response, and the use of personnel, equipment, materials and methods to meet maintenance goals and quality standards. Redirects workers and resources to accomplish unanticipated work that occurs due to unforeseen events and circumstances (e.g. storms, droughts, mechanical failures, dam safety protocol events, etc.). Approves leave, recommends performance standards, and determines training needs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires you to perform work both indoors and outdoors, which exposes the incumbent to climate extremes.
  • This position requires you to wear personal protective equipment such as a hardhat and safety shoes.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Supervisor~ without more than normal supervision. Perform common Maintenance Supervisor duties for maintenance tasks for dams or related infrastructure. Distribute work assignments to maintenance teams with dissimilar occupations, such as maintenance workers, engineering equipment operators, and dam equipment repairpersons. Perform independent work in at least one of the listed occupations. Provide technical direction to others for difficult work requirements. Oversee safety procedures, including ensuring staff have adequate Personal Protective Equipment. Work under close supervision of a work supervisor who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Work requires light physical effort, and incumbent is exposed to the discomfort of wearing safety equipment such as a hardhat and safety shoes under very hot conditions. Work is performed both indoors and outdoors, which exposes the incumbent to climate extremes.
