This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Term NTE 4 years position and may be extended up to a maximum of six years.
Duties
Reviews and evaluates technical specifications and proposals for all phases of family housing community planning, development, redevelopment, and construction.
Participates in or serves as the principle POC to review, approve or redirect conceptual, preliminary, critical, and final design reviews from the privatization developer.
Evaluates results of the developer's efforts and makes recommendations on the technical approach to ensure that technical requirements of the Community Development and Management Plan (CDMP) or Out-Year Development Plan (OYDP) are satisfied.
Prepares for periodic Community Development and Management Plan (CDMP) provisional renegotiations throughout the life of the privatization program.
Serves as the senior quality assurance inspector over Out-Year Development Plan (OYDP) construction and renovation activities as well as capital repair and replacement projects.
Observes on-site construction Davis-Bacon Act labor standards interviews are conducted by contractors to ensure submitted certified payroll by contractors is correct and valid.
Develops or recommends to the Installations Chief Housing Manager new policies, procedures, and changes in planning and scheduling of adjustments to the CDMP/OYDP due to changes in income stream, life cycle maintenance, repair schedules, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (National Agency Check with Written Inquires - NACI).
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position has a requirement to lift up to 20 lbs. in the regular performance of duties.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Specialized Experience GS-11: One year of specialized experience which includes overseeing the planning, design and quality assurance of improvements for housing facilities and other real property; reviewing technical specifications and proposals for housing and construction; performing long range construction analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
