This position is situated at Southeast Louisiana Veterans Health Care System (SLVHCS) St. John CBOC. The HSA, HHS, Clinic Manager or Clinic Chief, is responsible for Primary specimen collection laboratory service and with day-to-day oversight of the Primary Care Integrated Mental Health Program and Specialty Care services. The position has a direct day-to-day reporting relationship to the Chief Medical Administration Service (MAS).

Duties

Serves as the Clinic Manager of the St. John CBOC. This clinic provides outpatient health care services to veterans in the Southern parishes of Louisiana. Provides overall oversight phlebotomy/specimen collection. In addition, the full scope of preventive services, are provided, including health teaching, dietary instruction, and tele retinal imaging. The clinic manager is responsible for provision of care during weekly extended hours, including evening workday as well as Saturday clinics. On a day to-day basis, the Clinic Manager interfaces with the VA SLVHCS Director, ACOS/Clinics, top management officials, and Service Chiefs to report and/or resolve major incidents and significant complaints related to patient/employee safety issues, police activity, physical plant issues. major staffing issues, and any items which may result in negative public relations for SLVHCS. Provides supervision of Title 5 and overall oversight to Title 38 employees through either line management or through matrix management and is cognizant of the different functions and motivations of the various employees. Responsibility includes directing the development and assignment of varying work schedules, establishment of priorities, assignment of tours of duty, leave approval, setting performance standards, writing position descriptions, providing for orientation, training, and continuing education, conducting semiannual and annual evaluations, and counseling employees whose performance is marginal or unsatisfactory. Makes recommendations for performance awards. Initiates disciplinary actions when necessary, and recruitment and hiring new employees. Work Schedule: Monday-Friday 7:30-4:00pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in administration and health care systems management, which enables him/her to effectively carry out various management aspects of the position. Produce viable recommendations and perform effectual actions that contribute to the development of the functional efficiency. Skilled in analyzing competing demands on resources. Experience in new and existing technology and administrative concepts and analyze them. Skilled in the use of computer operations and specific knowledge of computer applications. Analyze complex problems, and present both written and oral recommendations and reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. Graduate education in excess of two years may be used to qualify. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100% to qualify. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There will be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Work Will involve weekly traveling to interviews, meetings, CBOC's, and sources of information.
