This position is located in Service Center Operations Directorate, Vermont Service Center. As an Operations Support Specialist, you will provide management services essential to the direction and operation of USCIS; assist management in administering policies and procedures, provide advice and instruction to managers, supervisors and employees concerning administrative programs that include complex and sensitive issues.

Duties

Apply qualitative/quantitative methods (statistical research/performance measurement, proper information/data systems, management techniques/theories, organizational structure, planning/control systems) to assess complex processes/systems. Coordinate with others to establish unit objectives, goals, priorities, and deadlines; formulate plans to meet changes in workload; adjust work operations to meet priorities/changing requirements, and prepare work plans with supervisory direction. Provide expert advice, assistance, and guidance to internal and external stakeholders on complex, sensitive issues; prepare reports, organize, and deliver briefings to managers to encourage understanding and acceptance of findings/recommendations. Conduct research and analysis to communicate new and existing requirements in program operations, legislation, agency regulations, or directives, and to ascertain impact on assigned programs; recommend program changes and alternative approaches. Address broad scope issues characterized by complex, controversial, and sensitive matters; analyze the impact to employee programs (e.g. benefits, security, telework, procurement, property, staffing, internal inspections, quality assurance, etc.).

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/08/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/08/2023. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing expert technical analysis, recommendations, plans and reports for a variety of programs; Providing expert advice, assistance on programs and procedures pertaining to the control of major center-wide programs and processes, new agency or government-wide regulations, and other administrative program management functions; Presenting training and technical advice to management and lower level staff on a variety of program areas. Engaging in continuous evaluation of processes and programs to ensure quality, integrity, accuracy, and compliance with applicable laws and regulations. Serving as a technical subject matter expert in a variety of administrative specialty areas which may require production of particular work products.
