This position is located in the Forest Service, State and Private Forestry at Grey Towers National Historic Site and serves as the principal unit Staff Officer. Responsibilities include program development, operation, and evaluation in recreation, conservation education, interpretation, visual and cultural resources, heritage, special uses, and public affairs. Duties

Reviews, evaluates, and approves overall program of work, work plans, and modification of functional program areas for which the position is responsible. Provides leadership for the accomplishment of work projects with due regard for sound management practices, including economical and proper use of supplies and equipment efficient use of people and safety practices. Develops and recommends policies, programs, plans, and objectives for the unit based on needs and directives from higher authority. Provides oversight for activities in support of several unit programs. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR A Combination of education and experience-- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substituted for the required education. This experience must have included original landscape design. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as a majority of the following: responsible for program development, operation, and evaluation for recreation, wilderness, visual and cultural resources, heritage, special uses, and public affairs; developing and recommending policies, programs, plans, and objectives for the forest based on needs and directives from higher authority or providing oversight for activities in support of several Forest programs and/or performing administrative and human resources management functions for the unit; provides advice, counsel, or instruction on both administrative and work matters; and assures full compliance with safety regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
