The primary purpose of this position is to serve as Chief, Maintenance Management Branch, Maintenance Division, Directorate of Logistics, Installations and Mission Support at a Major Air Command (MAJCOM), with responsibility to plan and direct command-wide maintenance analysis, training, awards, manpower, personnel, deployment and contingency operations support.
Duties
Plans, Organizes and oversees the activities of the Maintenance Management Branch. Provides direction and oversight in the planning, organizing, overseeing and execution of branch activities.
Exercises supervisory personnel management responsibility. Directs, coordinates and oversees work through subordinate section supervisors.
Represents the Maintenance Management Branch, Maintenance Division and Directorate of Logistics, Installations and Mission Support with a variety of HQ USAF and AETC staff agencies, other MAJCOM's, AETC Numbered Air Force, AETC wing/group/squadron and various civil service and civilian contractor organizations.
Plans and oversees the technical programs and projects of the branch. These responsibilities involve developing and overseeing command-level programs, plans and schedules for manpower, personnel, analysis, maintenance training, qualification and certification training and policy and procedures guidelines of a widely diverse workforce consisting of military, civil service and contractors.

- Work occasionally requires travel away from the normal duty station on military or commercial aircraft.

- This position is a "Key" position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent (con't)

- This is a Centrally Managed Position in the Logistics Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of quantitative techniques to apply DoD, Air Force and AETC training, manpower, personnel, analysis and contingency tasking principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy. Expert knowledge of the mission, roles, functions, organizational structures and operation of DoD, Air Force and AETC organizations to provide command level staff guidance and/or conduct studies to determine correct resources, manning and skill levels to adequately equip subordinate units for success.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of quantitative techniques to apply DoD, Air Force and AETC training, manpower, personnel, analysis and contingency tasking principles, concepts and methodologies and financial management directives, concepts, procedures, guidance and policy.
Expert knowledge of the mission, roles, functions, organizational structures and operation of DoD, Air Force and AETC organizations to provide command level staff guidance and/or conduct studies to determine correct resources, manning and skill levels to adequately equip subordinate units for success.
Broad ability to plan, organize and direct the functions of an organization and supervise, mentor, motivate and apprise the staff of an organization through subordinate supervisors.
Expert ability to analyze, plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Experienced communicator, both orally and in writing with clarity and technical accuracy, with senior leadership at the Air Staff, other MAJCOM headquarters, the AETC staff and command wings, and with senior maintenance technicians.
Vast knowledge of safety and security regulations, practices and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
