The position serves as Construction Analyst Specially Adapted Housing Agent (SAH Agent). Construction Analyst SAH Agent will perform an array of duties with the purpose of conducting construction, remodeling, and home adaptation projects, from proposal through completion related to the Specially Adapted Housing/Special Home Adaptation (SHA) program and Veteran Readiness & Employment (VR&E) as required to properly support Veterans with specific adaptive needs.

Duties

Major Duties: Leads design review discussions, in person, by phone, or electronically to inform the Veteran, contractor, architects, draftsperson, et al, on VA minimum property requirements for residential property use. Examines preliminary plans and specifications to ensure the proposed construction of the property meets VA requirements, prevents construction difficulties through VA program compliance and assures proposed construction cost estimates are valued per acceptable market conditions. Reviews final plans, specifications, and estimates to ensure each meet minimum standards. Negotiates on behalf of Veteran and LGY with vendors and other stakeholders. Determines suitability of completed work, adequacy of construction materials, reasonableness of schedules and estimates, adequacy of inspection and control procedures as documented with previously approved construction controlling documentation. Case manages construction complaints associated with assigned SAH and VR&E projects to include Veteran or contractor-initiated complaints. Conducts conference calls or in person visits with the Veteran and/or the contractor in negotiation of plan changes, construction variations, financial adjustments necessary to comply with Program requirements, best practices. Promotes and builds positive, respectful working environment for peers through interactions and modeling of appropriate behaviors. Promotes, models and exemplifies the VA's customer service standard in all professional activities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. In order to qualify for this position, you must have the education or experience listed below: Specialized Experience: Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Applicants should have knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiation work. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge. Appropriate experience includes working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (housing, single-family dwellings and multi-family apartment units, and industrial and commercial structures). Applicants should be familiar with matters such as planning a subdivision, laying out traffic flow in a multi-family apartment structure, or working out specification problems in plans. OR Undergraduate and Graduate Education: Major study -- architecture, engineering, building construction, or other fields related to the position. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: Specialized Experience: For the GS-11 you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience counseling applicants on the adaptive benefits available, reviewing and approving documentation pertaining to construction and grant process and examines plans and specifications to ensure compliance with VA requirements. The applicant should demonstrate experience with construction, remodeling and/or adaptations for individuals with specific needs. OR, GS-11 Education : Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree or LL. M if related OR, GS-11 Combination: You may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) For the GS-12 you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience within VBA programs supporting Veterans considered to be in the highest risk/need groups, supporting grants programs, utilizing available information to analyze and address unique needs of program beneficiaries. Applicants must also have significant, credible experience in professional work directly related construction, remodeling, and/or adaptations for individuals with unique physical or other needs. GS-12: There is no educational substitute at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary but involves the use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools in required. No special physical demands are required. Office work is typically performed in an adequately lighted and climate-controlled office. Fieldwork is required and involves regular travel, including overnight travel. Fieldwork involves visits to urban and rural construction project locations which will expose incumbent to conditions and noise typical to construction sites, county offices, private homes, and corporate or other commercial offices. Travel will be primarily confined to the location of the assigned portfolio projects. It may involve occasional overnight travel. Since the work is done on a 12-month basis, the incumbent may be exposed to a variety of climatic conditions ranging from hot, dusty, rainy, or cold to snowy or icy.
