The primary purpose of this position is a developmental position with known promotion potential to the target position of 9PAR056932/CPD (Management Analyst, GS-0343-11). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Duties

The primary purpose of this position (GS-11) is to conduct comprehensive program management and organizational analyses for a large directorate of 990 employees. Responsible for providing oversight of assigned programs, interpreting, and developing guidance, standards, and processes to support the Directorate for Personnel Operations (DPC) mission. Serves to manage, facilitate, and serve as the directorate program primary point of contact to solely manage the program, determine process improvement, track work processes, monitor strategic planning alignment; and perform consultant management capabilities to improve mission effectiveness, efficiency, and/or identify resource savings. Resolves substantive issues of moderate scope, and proposes new process flows, streamline functions and processes, solutions to multiple assigned directorate programs e.g., Directorate Space Management Program, Audit Program, Recognition Program, Records Management Program, Safety Program, Team Cohesion, and/or Telework Program. Prepares detailed plans and performs an audit of directorate program efficiency, work measurement, methods and procedures, and/or benchmarking, for substantive work processes and functions that are interrelated to improve directorate production efficiency. Monitor, track, and revise Quality Program to include implementation and execution of program. Review and tracking of Project reports and findings. Independently performs or participates as a key analyst in one or more of the following types of studies: work measurement, methods and procedures, time standards, operational and process auditing, historical review, product and service quality, and/or benchmarking. Proposes alternate approaches to management to operate directorate programs more efficiently and/or effectively. Identifies and implements directorate-specific processes which can be improved or made more efficient through application of automated technology or other methods. Responsible for analyzing, preparation, maintenance, and deposition of reports and other correspondence. Accomplishing all necessary internal operations to include training, development of directorate operating instructions and regulations, and personnel assistance. Disseminates information concerning new or changed procedures/regulations. Conducts reviews and briefings on all facets of management functions with recommended courses of action for resolving problems. Provides limited computer support to assigned personnel such as common troubleshooting, mapping printers or development and maintenance of SharePoint or similar sites and coordinates technical support to squadron when errors are beyond basic capabilities. Uses quantitative and qualitative analytical techniques, knowledge of automation and applications of administrative processes and techniques to improve administrative support systems and management of assigned programs. Plan, organize and direct management support activities and functions which include the full range of executive services support to the Directorate. Ensures assigned programs are in compliance with regulations, laws, policies, and organization directives. Responsible for directorate execution of AFPC programs to include but not limited to task management, Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, fitness program, Government Purchase Card (GPC) program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, Global Address List (GAL); and Administers programs and serves as the primary source of information for DPC In/out processing, file maintenance, and delinquent reports.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade (GS-05) in Federal service or equivalent in other pay systems. Specialized experience includes monitoring, tracking, and revising Quality Program to include implementation and execution of program. Independently performs or participates as a key analyst in one or more of the following types of studies: work measurement, methods and procedures, time standards, operational and process auditing, historical review, product and service quality, and/or benchmarking. Conducts studies, inquiries, and surveys to determine directorate compliance with program requirements. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR I have a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade (GS-07) in Federal service or equivalent in other pay systems. Specialized experience includes determining process improvement, tracking work processes, monitoring strategic planning alignment; and performing consultant management capabilities to improve mission effectiveness, efficiency, and/or identify resource savings. Resolves substantive issues of moderate scope, and proposes new process flows, streamline functions and processes, solutions to multiple assigned directorate programs. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade (GS-09) in Federal service or equivalent in other pay systems. Specialized experience includes resolving substantive issues for multiple assigned directorate programs e.g., Directorate Space Management, Audit, Recognition, Records Management, Safety, Team Cohesion, and/or Telework programs. Plans and conducts comprehensive analytical studies of directorate program data to develop improvements in organizational processes and/or increase efficiency. Prioritizes work, assigning suspenses/taskers to personnel. Oversees work and advises Division Chief and Branch Chief of identified performance measures needed for effective program management. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-7/GS-9: 1. Knowledge of basic principles of the classified titled or related field. 2. Skill in communicating factual and procedural information clearly, orally and in writing. 3. Ability to learn basic techniques of the classified title. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work, and consult effectively with co-workers. GS-11: 1. Knowledge of program goals and objectives, and how to leverage them to support continuous process improvement and program effectiveness. 2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. 3. Skill in planning, organizing, coordinating, and directing the management of programs, projects, and developing innovative and feasible solutions to difficult issues. 4. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques. 5. Ability to communicate effectively both orally and in writing; present and defend issues or findings; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. 6. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position will be developmental to the target grade of GS-11. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade. This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
