The primary purpose of this position is to serve as a focal point in the organization for technical support specialist (a.k.a. Workgroup Manager) duties, providing computer related assistance and support to organizational users.

Duties

Performs technical support specialist duties. Acting as a focal point for organizational computer related activities, provides guidance on technical aspects of computers and system use to organization users. Performs a wide variety of record keeping, updating existing program Database Management System (DMS), reporting, and informational duties in support of the organization's programs, functions, and projects. Performs computer security duties. Controls computer security access by assigning, modifying, and deleting passwords and issuing International Association of Administrative Professional user licenses. Monitors and maintains computers and related peripherals and tracks routine maintenance of existing computer equipment. Provides guidance and assistance to customers. Assists customers in the application of system capabilities when the customer has unusual or unique processing requirements that are difficult to formulate.

  • This position may include information assurance (IA) work as an additional duty. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
  • Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2, or C3.2.4.3.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes utilizing standard workstation operating systems and office productivity applications to train and assist customers in running applications, installing/upgrading workstations, and managing disks; word processing software procedures and function keys to provide customer assistance related to these functions; and LAN technologies, components, and techniques to effectively deal with the local communications unit in reporting problems with the LAN, make minor adjustments, and train unit employees on a variety of uses. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the fundamental capabilities and limitations of a variety of computers, computer network systems, and programs; as well as computer-related software and hardware in order to test, install, upgrade, configure, diagnose, and maintain proper functionality. Knowledge of network security environment, network configuration, standard network operating system service and support sharing, and securing resources involving technical program applications used within the organization. Knowledge of advanced configuration of internet browsers, electronic mail, and website design to maintain and update existing systems. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs, and E-mail/messaging. Ability to use and maintain a computer system, equipment, and software; analyze computer software and/or hardware problems and develop economical solutions; and train users. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
