You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the PUBLIC WORKS DEPARTMENT of NAVFAC NORTHWEST. GS-09 SALARY: $63,526 to $82,580 GS-11 SALARY: $76,860 to $99,914

Duties

You will determine critical assessment points and ensures safety practices are carried out. You will conduct reviews of contractor submittals (e.g. APPs, QMS, licensing and certification, personnel training requirements, and contractor work plans). You will review contractor proposals for completeness and reasonableness of scope and accuracy. You will conduct follow-up assessments as necessary to ensure appropriate deficiency corrections (‘rework’) have been taken. You will attends and assists with pre-proposal site visits and pre- proposal conferences.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift and compliance with AHA site regulations.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be able to successfully complete the following training courses within prescribed timeframe: Safety training courses within the first year of employment.
  • You will be required to obtain and maintain a current Procurement Integrity Certification.

Qualifications

GS-11 LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Establishing assessment schedules, methods and procedures to evaluate contractor's work against measurable performance standards; 2) Utilizing price/cost data for a variety of procurement actions and prepare cost analysis and estimates; 3) Conducting on-site assessments to observe work performance and methods employed to ensure compliance with specifications and drawings; 4) Obtains and verifies inventory from available systems (e.g., iNFADS, GRX, and MAXIMO). NOTE: This information must be supported in your resume to be considered for the position. GS-09 LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Preparing cost analysis and estimates; 2) Reading blueprints, schematic diagrams and architectural drawings; 3) Observing operations to determine if work schedules are being followed by contractors; and 4) Reviewing performance assessment contract criteria to assure compliance with safety principles, practices, regulations, and/or standards. Applicants may qualify with the following education in lieu of the specialized experience qualification:

GS-11
You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
You have successfully completed an LL.M. degree that is related to the position being filled.
OR
You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.

GS-09
You have successfully completed a master's or equivalent graduate degree.
OR
You have successfully completed two full years of progressively higher level graduate education leading to a master's degree.
OR
