Duties

This position starts at a salary of $114,044.00 (GS-13, Step 1) to $148,255.00 (GS-13, Step 10) with promotion potential to $148,255.00 (GS-13 Step 10). Typical duties are: Identifying problems and developing and implementing solutions Initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment Provides leadership in the interpretation and application of directives and policy statements that have inter-program segment impact and recommends solutions to major problem areas Determining goals and objectives that need additional emphasis; develops measures that evaluate performance; makes recommendations for program improvement This position is a temporary appointment (not-to-exceed 1 year) with a possible extension one additional year under a part time work schedule and a second one year extension under an intermittent work schedule. An intermittent work schedule means employment is without a regularly scheduled tour of duty. Selectee is only paid for actual hours worked.

Experience: You qualify for the GS13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing methods, internal controls, programs and procedures to improve cost-effectiveness, streamline organizational structures, and assures conformity with sound management principles Providing information, alternatives, and recommendations on the current and long-range plans pertaining to managerial and administrative procedures and operations program and financial management Researching, collecting, and analyzing data to provide agency's management in response to complaints, grievances, arbitrations, and reasonable accommodation. Developing internal agency workforce management policies and procedures with wide-ranging scope and impact, and which require sensitivity to management intent and rights Serving as liaison with high-ranking officials in other Federal agencies, top-level manager in the department, and various governing board/committees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/03/2023.
