About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center, and Dunham U.S. Army Health Clinic, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Perform work involving protection of personnel, materials, and property
Control access and entry to buildings
Perform vehicle and facility inspections
Prepare reports
Perform building access and usage of physical access control equipment
Safeguard Government personnel, information, operations and critical assets in accordance with a wide variety of Federal rules and agency/local regulations and policies
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Must meet and maintain all of the suitability, reliability and medical requirements under the provision of the Individual Reliability Program.
- Must submit to and pass a Physical Agility Test, initially and annually IAW AR 190-56.
- Must pass a physical examination, pre-employment and annually after appointment.
- Must be willing to wear the DA Civilian Guard uniform IAW AR 190-56 and maintain a high state of appearance and hygiene.
- Must be willing to wear chemical protection equipment, as required.
- May be required to work overtime, evenings, weekends, holidays and extended hours on short notice.
- May be required to work in extreme weather conditions and must be able to work under stressful conditions.
- Must participate in regularly scheduled training, including techniques of force, counter-terrorism, first aid, firearms, search and seizure, security operations and law enforcement.
- Must possess or be able to obtain a valid state issued driver's license and must be able to obtain a government operator's license.
- Must comply with the Drug Testing Program requirements, pre-employment and randomly after being appointed.
- Must be able to qualify semi-annually in skill/proficiency in weapons use.
- Must be able to be exposed to pepper spray.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for this position.
- This position is Mission Essential.
- Must be able to lift up to 50 lbs.

Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. Applications from non-veterans will be accepted, but will not be considered if a sufficient number of preference eligible are available.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) performing law enforcement functions to protect personnel and property; 2) controlling access and entry; 3) performing vehicle inspections; 4) filing written reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
