The primary purpose of this position is to provide quality assistance, technical assistance, and surveillance for the operation of real property maintenance requirements in the contract for Civil Engineering Base Operating Services (BOS).
Duties
-Uses technical knowledge and expertise in the operation of real property maintenance (facilities equipment, mechanical/electrical/utility/heating/ventilation/air conditioning/petroleum, oils & lubricants (POL), fuel suppression/detection systems and pavement maintenance functions to assure proper assessment of contractor performance.
-Receives and processes complaints from base customers.
-Educates base customers in the contractors responsibilities
-Prepares various reports, forms, operating instructions (OI's), correspondence, and other quality assurance documents.
-Assists Accountable Officer (AO) in developing documentation for new requirements and changes to the contract Performance Work Statement.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support positions, to include the Individual Occupational Requirements (IOR) for the GS-0802-09 Engineering Technician.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience in commonly applied mechanical, electrical, and civil engineering principles, concepts, and methodologies. Practical knowledge of contract surveillance and quality assurance principles and practices sufficient to apply techniques too difficult but well precedented projects. Skill in expressing information in writing to prepare reports and present findings or recommendations.

EDUCATION: Two full years of graduate education or a master's degree with major study in an appropriate field of engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of real property maintenance and associated equipment to effectively evaluate the quality of services, identify deficiencies, determine the source and cause of problems, and recommend changes in operational methods, equipment, and or procedures.
2. Knowledge of established procedures and techniques for quality assurance and skill in applying established quality control plans and methods to all aspects of contractor performance.
3. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing.
4. Skill in establishing and maintaining effective working relationships.
5. Ability to analyze deficiencies, write and prepare reports, and present findings and recommendations.
6. Ability to plan, organize work, and meet deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
