Duties

You will act as a senior program manager coordinating the daily operations of the administration; personnel, manpower, financial, and correspondence management; space and facilities management; internal controls; and travel. You will provide guidance, assistance, and advice to the internal and external agencies on operational and program functions to include international healthcare activities, disaster and emergency planning initiatives, and global health threats. You will provide expert guidance, assistance, and advice to the CGHE Director and other executives of the University and representatives of external agencies on CGHE operational and program functions. You will act with wide latitude in the exercise of independent judgment and upon his or her own initiative in performing assigned duties. You will work closely with the CGHE Director in the development of short and long-range plans for global health programs or objectives to include determination of required resources for the overall budget. You will review and manage financial information and data coming into CGHE. You will analyze costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs. You will receive, review, and evaluate reports, proposals, procedures, or staff work submitted to the CGHE Director for decision, coordination, and/or signature. You will ensure compliance with USUHS and DoD higher-level policies and inclusion of all relevant information required for reaching decisions that have broad and significant impact on CGHE or DoD programs and activities. You will lead and manage strategic planning, program planning, organizational performance evaluation, and other staff functions required for overall operations across CGHE Divisions. You will manage organizational changes to ensure continuous effective and efficient mission performance. You will manage and coordinate development and revision of policies in response to external and internal influences, including changes in appropriations, missions or legislation. You will analyze business operations and organizational data on manpower utilization, space utilization, workflow, procedures, and programs for effectiveness. You will take action to accomplish multiple and expanding international and domestic missions and functions. You will approve or recommend promotion, awards, discipline, or reassignments and determine training or career development needs of staff. Resolves grievances or employee complaints.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing and coordinating strategic planning, programs, and budgets (i.e., administration; personnel, manpower, financial, and correspondence management; space and facilities management; internal controls; and travel) to meet goals and requirements for an organization.
