THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (TITLE 5), Position Description Number T5127P01 and is part of the IL USPFO, National Guard.
Duties
As a FINANCIAL MANAGEMENT ANALYST (TITLE 5), GS-0501-9, you will serve as a subject matter expert for day to day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed.
Work independently to conduct comprehensive examinations/reviews of pay accounts for Soldiers, Civilians, and Vendors.
Examine, analyze, and interpret finance and accounting data, records, and/or reports to determine conformance to federal appropriation law.
Evaluate facts presented to ensure validity, accuracy, and completeness of claims for customers.
Request additional information and/or documentation, as required in order to make determinations on a payment's status to ensure timely and accurate payment.
Verify that substantiating documents are in proper order for authorized entitlements, support payments, to include command approval.
Review and process special pay actions or problem cases generated by computer processing problems.
Resolve the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements.
Determine eligibility of pay entitlements using current and superseded rules and regulations governing each type of pay.
Compute payments using manual computations when required.
Apply pay and tax laws, regulations, directives, and policies to all cases.
Prepare necessary documentation to pay or collect entitlements and adjust effected taxes.
Examine records, original orders, and all substantiating documentation to determine whether pay entitlements and/or tax refunds exist.
Ensure work is processed in accordance with established guidelines, regulations, policies, and procedures.
Prepare and review various reports for accuracy and timeliness.
Assess travel settlements to include, but not limited to, military permanent change of location claims, dependent travel settlements, dislocation allowance entitlements, do-it-yourself move claims, and temporary duty travel vouchers.
Review substantiating and supporting pay authorization documents for propriety, authentication, and accuracy.
Maintain suspense on all actions returned and ensure all actions are processed within the specified timeframe.

Qualifications
GENERAL EXPERIENCE: Must possess a minimum of one year on-the-job experience in the grade immediately below the next higher level (GS-08) in the Federal system or equivalent experience in the public or private sector that is equivalent or commensurate to the financial administration program business with demonstrated understandings of an organization's financial principles and concepts.
SPECIALIZED EXPERIENCE: GS-09 Level - Must possess at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures and at least three months of basic finance program training that provided knowledge of financial principles and procedures; possess knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable, and Travel Pay; skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors; experienced and competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances. possess a basic understanding of the basic principles and concepts of the National Guard financial business program requirements; possess an understanding of the basic principles and concepts of the National Guard financial business program requirements; and possess experiences and training that demonstrate his or her capabilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
As a condition of continued employment in the GS-0501-09 positions, dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
