The primary purpose of this position as the Department of Defense (DoD) Cyber Crime Center (DC3) Computer Forensics Laboratory (CFL) Director is to supervise, lead and ensure performance of work involving the research, analysis, and/or evaluation of digital and multimedia (D/MM) information to assist investigators in ongoing investigations and lead a team of approximately 85 Air Force Civilian employees and contractors.

Duties

Serve as the Director, DoD Computer Forensic Laboratory and establishes, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Exercise supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Approve lab's research and development / testing and evaluation software and hardware used for forensic acquisitions and analysis. Represent Computer Forensics Laboratory (CFL) with a variety of installation and functional area organizations. Perform cyber investigations, intrusions, law enforcement (LE), and counterintelligence (CI) activity research and analysis of information collected by using a variety of automated LE/CI intelligence systems, national level databases, hardcopy studies, and open source information.

  • Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmental Information (SCI) eligibility.
  • Travel and relocation expenses will not be paid
  • Professional certifications such as EnCase® Certified Examiner (EnCE®), Access Data Certified Examiner (ACE), IACIS Certified Forensic Computer Forensic Examiner or similar DoD Computer Forensic Examiner certifications are desired.
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Familiarity with the American Society of Crime Laboratory Directors (ASCLD/LAB) or ANSI National Accreditation Board (ANAB) accreditation process
  • The employee may be directed to work overtime and is required to be available to work other than normal duty hours, which may include weekends, evenings, and/or holidays

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Administrative & Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to at least the GS-14 level which has equipped me with the knowledge, skill, and ability to successfully perform the duties of Supervisory Investigative Analyst. Specialized experience is experience which may have been gained to ensures performance of work involving the research, analysis, and/or evaluation of digital and multimedia (D/MM) information to assist investigators in ongoing investigations; processes examination requests that originate in law enforcement (LE), counterintelligence (CI), and intrusions investigations and queries databases for analytical data based upon identified parameters; retrieves pertinent data in appropriate output format, and disseminates for use in CI/LE investigative activities. Knowledge as a supervisory level investigator, a digital investigation laboratory leader, or principal level digital examiner/analyst. 2. Knowledge of working with cyber investigations where they focus on criminal, counterintelligence, or cyber intrusion sub-domains. 3, Ability to manage an organizational budget and shaping future investment decisions to achieve strategic business or governing outcomes. 4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures and ability to lead technical teams of employees to achieve strategic mission outcomes. 5. Knowledge of establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. 6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
