You will serve as a Program Analyst in the Engineering Directorate, Workforce Management Office, ensuring the effectiveness of programmatic financial resources planning, execution and controls for areas of assigned responsibility and establishing review processes and control systems for analyzing, tracking and executing resources.
Duties
Manages resources and/or resource allocations, requirements definition, integration, and review for broad, complex programs with national impact.
Supports annual Program, Planning and Budget Execution (PPBE), maintaining Work Year Equivalent (WYE) records, Full Time Equivalent (FTE) actuals tracking, FTE/WYE requests for engineering support, and maintaining records of workforce trends
Participates in high-level conferences and meetings to discuss and develop program plans and objectives, resolve problems and coordinate requirements.
Develops new ways to resolve major administrative and management problems associated with assigned SME area, plans the most significant administrative management aspects of NASA engineering.
Develops methods to improve the effectiveness with which Directorate and center programs are administered, or develops new approaches to program evaluation which serve as precedents for others.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- This is a bargaining unit position – American Federation of Government Employees – Local 513.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Advising senior managers on complex programs associated with resource allocation, requirements definition and workforce analysis;
Managing projects and/or programs in compliance with regulations and conducting fact-finding on workforce planning initiatives;
Evaluating proposals, or assessing overall resources requirements with respect to scope of work for areas of assigned Programs/projects, and converting program goals into budget management terms in the form of presentations and reports to management.
