You will serve as a PROGRAM ANALYST in the Public Works Department (PWD) of NAVAL FACILITIES ENG COMMAND HAWAII.
Duties
You will use qualitative or quantitative techniques for analyzing and measuring the effectiveness, efficiency, or productivity of administrative or technical programs.
You will participate in meetings to coordinate, initiate, or improve management processes for an organization.
You will analyze program or project issues to determine solutions to meet objectives within established timelines or financial constraints.
You will develop supporting documentation to identify or justify changes or improvements to program functions.
You will produce ad hoc reports on a variety of performance indicators and provide recommended courses of corrective or improvement action.

- The work is usually performed in an office-like setting. There may be occasional exposure to moderate risks or discomfort that require special safety precautions when making on-site inspections of properties undeveloped or under construction.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Collecting and analyzing pertinent organizational data and information, developing statistical and narrative data to justify changes and recommendations in the Public Works Department (PWD). 2) Participating in strategic planning sessions and investigating and reporting on a wide variety of management tools and methods that can be used to support the PWD command element and all four subordinate divisions. 3) Providing management support services in the areas of cost analysis, annual and mufti-/long range operational plans, annual work plans, and divisional interoperability plans. 4) Developing tools, procedures, applications and workflows that add to the productivity and effectiveness of departmental processes.

The DODI 1400.25 V1230 requires that we grant return rights to career and career-conditional DOD employees in the competitive service who are employed in the United States or in a non-foreign area (i.e., Hawaii and Alaska), who accept an assignment in a foreign area or in a non-foreign area different from the one in which they are currently employed. E.O. 10895 (1960s) designates AK and HI as outside the U.S. for purposes of applying 10 USC 1586 which is the law that provides statutory return rights. Tour extensions and things like dwell periods and physical presence after overseas tours do not apply. In summary, we should ensure that we afford return rights to eligible employees accepting positions in Hawaii and we coordinate with the losing/gaining activities.
