Duty Location: Mills, Wyoming
Duties
Performs engineering analysis to include technical planning activities; data collection; design; modeling and data analysis; analyses of site location and/or conditions; troubleshooting mechanical equipment and systems; and risk estimation and analyses.
Makes engineering recommendations and/or decisions based on engineering analysis for complex projects and activities with unusual or special demands.
Directs and coordinates field crews engaged in work projects of a technical and critical nature requiring close technical guidance and assistance in the disassembly, repair, alignment, and assembly of complex hydroelectric equipment.
Acts as the WYAO representative for major installations of contractor- installed equipment, and acts as the WYAO engineer advisor for major mechanical and hydraulic equipment installations by Bureau of Reclamation
(Reclamation) crews.
Performs periodic checks to see that project-wide maintenance scheduling and accounting system is being properly carried out and follows up on past due maintenance.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
To be eligible for consideration, you must first meet the Basic Education Requirement for this position:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified academic courses, and/or Related curriculum.
ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Qualification Requirements, applicants must have additional education and/or specialized experience as defined below:
GS-09:
Specialized Experience: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in Federal service (obtained either in the private or public sectors) which included experience in at at least 2 for the following: 1) Assisting in the development of plans, programs and objectives to meet project needs and requirements for mechanical systems; 2) Facilitating studies and design for new mechanical equipment and systems, modification and upgrade of existing systems during design and construction phases; 3) Performing administrative duties such as monitor implementation of policies governing the program area. 4) Maintaining program records and prepare reports, and/or develop information papers and briefing.
OR
Education: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a
degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of specialized experience and education as described above.
GS-11:
Specialized Experience: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in Federal service (obtained either in the private or public sectors) which included experience 1) Assisting in the development of project plans and objectives related to the design and evaluation of equipment and technology; 2) Preparing and correspondence, technical reports, presentations, or briefings required to complete project assignments; 3) Participating in the design and develop of mechanical systems to enhance safety and productivity; 4) Coordinating with other professionals to ensure that all technical areas to ensure project objectives, budget, and schedules are met and completed.

Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of specialized experience and education as described above.
GS-12:
Specialized Experience: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in Federal service (obtained either in the private or public sectors) which included experience 1) participating in final on-site inspection to ensure conformance to contract specifications and design requirements; 2) analyzing the design drawings for information on materials, general layout and arrangement, and existing conditions; 3) reviewing mechanical design analysis, plans and specifications for contract documents to ensure compliance with agency and other federal, state and local agencies; 4) conducting investigations of equipment failures and malfunctions which interrupt/impair service and endanger personnel or equipment.
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
