The primary purpose of this position is to plan, implement, administer, and advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families.

Duties

Provide individual career, academic, and force development advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels. Evaluate individual's potential and eligibility for a multitude of programs to include Community College of the Air Force (CCAF), Air Force commissioning, Defense Activity for Nontraditional Education Services (DANTES), non-resident professional military education (PME), and VA education benefits. Prepare and conduct periodic outreach efforts for groups or units and promote educational programs. Develop and conduct strategic briefings to Airmen at key intersection points during their Air Force Career using the Military Life Cycle (MLC) model. Complete required documentation and ensure information such as course enrollment, course change, course completion, degree completion, and educational levels attained are entered into official military records. Advise Airmen on how to secure required documentation and examinations needed for their commissioning package. Assist Airmen applying for college/university programs and helps Airmen with evaluation and admission procedures.

  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft

  • May be required to work other than normal duty hours, which include evenings and weekends

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirementsfor 1740 series & Group Standard for Professional & Scientific Positions. Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position Education Services Specialist in one or a combination of the following areas, with at least one course from (1) or (2). (1)Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests; (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities; (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs; (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs; (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner; (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation; (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems; OR (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. In additional to meeting the basic qualifications above, each applicant must meet the specialized experience requirement below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is experience which includes assisting in planning, implementing, administering, and advising on activities designed to provide individualized career-related or self-development education plans to include education and training academic opportunities, tuition assistance program, career development programs, and other education and training services and activities and counseling students or enrollees to establish educational and occupational objectives. OR EDUCATION: Two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. 2. Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). 3. Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis. 4. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. 5. Skill in conducting interviews and delivery of formal and informal presentations and briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
