This position is located in the Bureau of Arms Control, Verification and Compliance (AVC), Office of Strategic Stability and Deterrence Affairs (SSD) and serves as the Office's senior policy advisor and team lead in initiating, developing, and implementing U.S. policies with regard to promoting strategic stability in the Asia-Pacific region and leading diplomatic engagement on strategic military issues with Australia, China, India, Japan, and the Republic of Korea.
Duties
Leads a team who formulate, coordinate, and implement Bureau, Department, and U.S. Government policies related to diplomatic engagements with Asia-Pacific, South Asian, and European states on strategic military issues.
Oversees Bureau's roles in the Extended Deterrence Dialogue with Japan, the Extended Deterrence Strategy and Consultation Group with the Republic of Korea, the Nuclear Consultative Group, and the Strategic Policy Dialogue with Australia.
Negotiates with key senior staff within and outside the Department to achieve consensus on initiatives and policies to enhance U.S. deterrence and advance broader U.S. Government objectives and activities in the Indo-Pacific, South Asia, and Europe.
Drafts, presents, and defends policy documents and proposals to internal and external officials regarding deterrence, arms control, strategic thinking, relations with China, Japan, and the Republic of Korea, defense policy and intelligence matters.
As one of the U.S. Government’s leading experts and provides authoritative advice and recommendations on deterrence, nuclear arms control, and strategic issues.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must meet ONE of the required basic entry qualification requirements described below:
BASIC REQUIREMENTS:
Have an undergraduate or graduate degree from an accredited college or university in economics, that INCLUDED at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;
OR
Have a combination of education and experience where my coursework was equivalent to a major in economics, as shown in Choice 1 Above, PLUS appropriate relevant experience or additional education;
OR
Have a combination of education and experience where my coursework was equivalent to a major in economics, (as shown in above), PLUS appropriate relevant experience OR additional education.
Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience developing and implementing policies related to arms control, nuclear deterrence, extended deterrence, and strategic stability.
Experience in bilateral security dialogues with Japan and the Republic of Korea, including coordination and conduct of table top exercises.
Experience leading inter-agency discussions and engaging foreign governments on deterrence, extended deterrence, and strategic stability.
