The Medical Media Section of the Office of Communications is responsible for numerous, highly specialized media functions. These functions include medical/clinical photography, public relations/employee photography, desktop publication, medical illustration/graphics, audio/visual production, multimedia program production, audiovisual equipment loan pool operation, satellite training system operations (including recording and broadcasting to various locations).
Duties
Duties include but are not limited to:
Incumbent performs work in the production of videotaped and live television programs; live and prerecorded radio broadcasts; motion picture films; broadcast type closed circuit teleconferences; and other similar productions, such as slide shows with sound accompaniments. The work requires the ability to plan, organize, and direct the work of writers, editors, actors, narrators, musicians, set designers, audio and lighting technicians, camera operators, and other associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production.
Recommends changes in type of equipment used, and the location of the communication interface to improve the environment for the video communication transmission. Based on the type of production assignment, determines which cameras are to record the action, directing the switching from one camera to another, cue in of music and sound effects, and assuming direct responsibility for all aspects of the video/television production as it is being transmitted or recorded for future transmission.
Responsible for recording employees, in their normal work area and occupation, to produce local training videos, Video News Releases, feature stories, public service announcements, and interactive Web content for video streaming purposes. Develops appropriate on- and off-screen narration to convey information to the desired audience. Responsible for productions that demonstrate how to carry out a specific procedure or how to operate a specific piece of equipment.
Produces live, in-house transmissions, or prerecorded videos where the director, supervisors, managers, or an invited expert may exhibit or explain examples of the work or accomplishments of a specific program or activity.
Edits audio SD and HD nonlinear post production editing.
Inventory of equipment needed for' the project and transports them to the set. Incumbent designs the lighting for the set with an exposure meter to accurately measure the lighting for correct illumination, intensity, and color value as the lighting must be accurate for consistency in lighting. He/she designs the correct microphones to be used for the taping and adjusts audio level according to the set and sound levels of the scene to match the post production audio level.
Provides satellite television setup to include tuning in to satellite, transponder, center frequency, and audio subcarrier of KU and C Band satellite stations to receive programs in television sets connected to the satellite receiver.
Provides minor maintenance to audio-visual equipment e.g., replacing burned out bulbs, and minor repairs, and concurs to diagnosis of repairs. Identifies damaged and/or malfunctioned audiovisual equipment and reports to the supervisor and makes recommendations for repairs.
This will be a detail not to exceed 120 day.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing, coordinating, shooting, editing, and producing a wide range of audiovisual products, audio media, and video; producing a variety of multimedia video and graphic design projects; writing original scripts; applying video pre-production activities by directing video productions of various formats. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or Equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis (school transcripts must be submitted). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school education and experience may be used to meet total qualification requirements for GS-11 and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level, i.e. a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree of LL.B. or J.D., if related may be used to qualify applicants for positions at GS-11..

Physical Requirements: The work in the audio-visual section requires the following: standing for long periods of time behind the camera, standing behind a mixing console, sitting at a video editing console, designing computer graphics at a computer work station, pushing audio-visual equipment carts, carrying heavy video equipment from cabinets to carts, loading audiovisual equipment onto motor vehicles, climbing stairs with audio-visual equipment, kneeling, crawling, bending, climbing, lifting, pushing, balancing, stooping, reaching, climbing ladders, carrying audio-visual equipment weighing up to 75 pounds, and walking to carry out the audio-visual assignment.
