This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: In this position, the incumbent will serve as a specialist and senior lead engineer for investigations and design of structural aspects of coastal structures to include dams, placement areas, channels, pumping stations and buildings.
Duties
Performing analysis of designs for assigned coastal structural engineering projects.
Computing stress analysis computations.
Coordinating and preparing structural designs, technical data, and narrative text for reports and design memoranda.
Preparing contract plans and specifications for structural features
Reviewing plans and specifications prepared by Architect-Engineer firms, in-house personnel, and other USACE Districts for sufficiency, constructability, practicability and compliance with established policies and project objectives
Participating actively in the development of scope, time, and cost of project.
Making field investigations to gain information for planning and design, to investigate field problems, to check construction, and to assist construction personnel in solving construction problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to possess and maintain a current State registration as a Professional Engineer (PE).
Qualifications

To qualify for the GS-09 grade level:
Specialized Experience: One year of specialized experience which includes: 1) performing engineering analysis and calculations/computations; OR 2) creating civil engineering reports for projects with structural aspects; OR 3) assisting with the development of civil engineering designs for structural projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: coursework towards completion of a master's degree or equivalent graduate degree in an engineering field.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify for the GS-11 grade level:
Specialized Experience: One year of specialized experience which includes: 1) preparing civil engineering designs, plans, specifications or cost estimates for structural civil engineering projects; OR 2) reviewing work in progress for structural engineering projects to ensure conformance with contract plans and specifications. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: coursework leading to a Ph.D or equivalent doctoral degree in an engineering field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To qualify for the GS-12 grade level:
Specialized Experience: One year of specialized experience which includes: 1) reviewing design plans for civil works projects to ensure feasibility and conformance with contract plans and specifications; AND 2) conducting inspections, studies, risk assessments, or evaluations on civil works projects with structural concerns (such as dams, placement areas, channels, pumping stations or buildings). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).Some federal jobs allow you to substitute your education for the required experience in order to qualify.

Education
