This position is located at the Edward Hines JR, VA Hospital Hines, IL and is organzationally aligned under the Engineering Service, Operation Section. The incumbent serves as supervisor for the Facilities Operation Section which includes approx 55 HVAC and Boiler Plant staff members and serves as a contracting officer representative level II (COR) duties and for numerous recurring maintenance and repair contracts. The incumbent also serves as technical advisor to the Facility Engineer.

Duties

The incumbent provides oversight of facility water and boiler plant operation & repair by troubleshooting deficiencies and coordination of the corrective actions as required, as well as oversight of reoccurring preventive maintenance requirements. The incumbent functions as a technical advisor to the Facility Engineer, planning and executing minor or routine engineering projects under the supervision of the Facility Engineer. Additionally, the incumbent is a member of the space committee ,water safety committee, emergency and preparedness committee, and others has required for space allocation and usage. Major Duties: Responsible for maintaining facility compliance with all applicable laws, codes and regulations as applied by various regulatory agencies and accrediting bodies, i.e., TJC, OSHA, NFPA, NIOSH, CARF, etc.The incumbent will manage the Engineering Service property as the custodial official. Verifies property needs, orders, and issues property on behalf of the requestor, maintains oversight over the property. Works under limited supervision of the Facility Engineer on routine tasks and is able to analyze and troubleshoot facilities issues and recommend solutions to fix the issue to the General Engineer and direct the operations team. Provides oversight of facility workers required to keep the building systems operational, to include Air conditioning Equipment Operators, Air Conditioning Equipment Mechanics, Boiler Plant Operators, Maintenance Mechanics, Maintenance Workers, Utility Systems Repairer Operators, contractors, and vendors. Reviews diagrams and schematics for accuracy in design. Uses as-builts to help troubleshoot and fix facilities issues. Tracks the progress on contracted construction projects to ensure the project is designed correctly, built according to the design and/or the needs of the VA, and is maintainable. Monitors construction, maintenance, and repair projects to resolve scheduling issues and to minimize the impact on VA patients, visitors, and staff within the facility. Provides budget preparation and oversight of expenditures and revenue on behalf of the maintenance section for maintenance & repair, construction projects, property management and accountability functions. Manages use of government purchase cards as the certifying official. Issues, manages, and oversees purchases valued at less than the single purchase threshold, which involves services required to support Engineering service on an as needed basis. Oversees the preparation of all required documentation for purchases valued above the single purchase threshold which must be formally advertised and negotiated. Coordinates with the GLAC contracting activity for actual contract action, makes recommendations on the best contracting tool to use to achieve the required result. Analyzes benefits and costs to develop recommendations on whether or not to contract work or complete the work with full time employees. Provides technical requirements and descriptions of the work to be contracted (Scope of Work). Plans and establishes work schedules, deadlines, and standards for acceptable work. Coordinates and integrates contractor work schedules and processes with work of subordinates or others. Tracks progress and quality of contractor performance. Arranges for required inspections. Decides on acceptability of services or supplies, and similar matters which may affect payment to contractors. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. The incumbent develops actions plans for approval by the Director and oversees the completion of work required to correct identified deficiencies. Plans work to be accomplished by subordinates, sets and adjusts short term priorities; and prepares schedules for completion of work based on priorities, the difficulty of the work to be performed, and the capabilities of employees. Has leave approval authority. Manages leave with mission requirements in mind. Gives advice, counsel, or instruction to employees on both work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Decides on the acceptability, rejection, or correction of work products or services, and similar matters which may affect payment to the contractor. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Preferred Experience: The candidate will have in depth knowledge of daily operations of the Boilers and HVAC equipment. Knowledge of recurring maintenance and repair contacts. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have the skills, knowledge, abilities to maintain operations of a large complex medical campus that is demonstrably equivalent to the next lower grade of GS-11one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Specialized experience can also include: provide planning, directing, organizing, and exercising control in a Maintenance and Operations Section; assist in providing review and guidance of assigned technical programs and projects; assist with broad managerial responsibilities over transportation, roads and grounds, buildings and utilities repair/maintenance, electronic equipment repair/maintenance, and capital improvement programs; personal success with projects that generally vary in complexity from one project to another; provides technical and supervisory oversight to a service line; updates management of any subsequent problematic areas after review and provides trend and analysis data reports to clinical and administrative services; ability to interact, educate, and communicate with others is of importance in establishing appropriate guidelines for proper protocol and action of others; conducts open discussion and consultation with supervisors and associates on new or revision of policies, programs, objectives, requirements, or trends; and plans own work, coordinates with engineers or subject-matter specialists, resolves problems and carries assignments through to completion.
