This position is located at the Crow Service Unit in Crow Agency, MT within the Clinical Services Branch. The incumbent reports to the Health System Administrator or designee. A housing subsidy of up to $790.62 per pay period without dependents or $966.46 per pay period with dependents may be available.

Duties

As Clinical Director participate in management discussions, decision and policy with leadership and other key staff in areas of direct care resources. Develop, implement and revise medical plans to meet changing needs of health care activities. Responsible for ensuring medical care quality assurance mechanisms are adhered to within the facility which includes accreditation, expenditure of contract medical services. Supervise staff to assign duties, approve leave, evaluate performance, and resolve employee issues. Provide direct patient care.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. Degree Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Medical School A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions. Additional Requirements for Grades GS-12 and Above: 5 years of graduate/residency training in the specialty of the position to be filled or equivalent experience and training. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Supervisory Physician experience with direct involvement with managing, developing and coordinating a comprehensive clinical, preventive, and public health approach to health programs. Develop and implement guidelines, standards, policies, and procedures. Demonstrate knowledge in supervisory and budget management principles in order to effectively recruit and manage a diverse staff, achieve Agency objectives and manage resources. Develop and implement data collection and evaluation activities to perform program evaluation. Provide guidance, advice and expertise in a team environment. SELECTIVE PLACEMENT FACTOR: In addition to meeting the minimum qualifications you must meet the selective placement factor for this position. You must meet the eligibility to achieve board certification in specialty recognized by the ABMS (American Board of Medical Specialties) OR AOA (American Osteopathic Association) within six months of employment OR currently possess required certification and have submitted documents with my application to support achieved certification(s). Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
