The Network HR Strategic Business Unit Lead Human is an expert advisor to executive leadership on all HR matters at the VISN Office and its consolidated units. The role of the Lead Human Resources Specialist contributes to overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives.

Duties

VA offers a comprehensive total rewards package: HR Specialist Total Rewards The Lead Human Resources Specialist serves works directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals. As a member of the Network Office HR Strategic Business Unit, the Lead examines the forecasting data to project managerial strategies, organizational processes, competencies, and human resources interventions necessary to create the required cultures to support new and establish VHA initiatives. Duties include but aren't limited to: Acts as a key driver in the organization's high-performance culture, ensuring managers and employees understand and participate in the performance management and development programs. Collaboratively drives complex employee relations issues to include investigations, employee complaints, harassment allegations, work performance issues and associated ERLR roles to ensure compliance risk management for Leadership. Assists with local fact findings and investigations, conducts exit interviews, analyzes trends in turnover, reviews separations and grievances to determine actions needed to adjust unfavorable trends. Provides technical labor relations program guidance to address and resolve difficult and complex Labor / Union problems. Works with Leadership, staff officials, employee groups, Union and etc., to develop and explore labor relations alternatives to improve policies, techniques, and procedures. This position will be embedded in the network governance structure further supporting leadership and organizational goals, which includes, but is not limited to: Resource Management Committee; Succession Planning; Emergency Management; Diversity and Inclusion; Activations Planning; Quality Management; Joint Commission Planning; Workforce Planning; Awards/Incentives Committee and any others as applicable. Advises leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding human resources issues. These include requests from members of Congress, the Office of Management and Budget (OMB), and the Office of Personnel Management (OPM), Office of Inspector General (OIG), Office of Accountability & Whistleblower Protection (OAWP), Office of Equal Opportunity (EEOC), Office of Special Counsel (OSC). Work Schedule: Monday-Friday 8:00am- 4:30p.m. Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience in applying, a wide range of significant HR principles, concepts, and practices, as well as seasoned consultative skills sufficient to provide management consultative service involving a wide spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, employee and labor relations, education and training, benefits, etc.). ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Experience in applying, a wide range of significant HR principles, concepts, and practices, as well as seasoned consultative skills sufficient to provide management consultative service involving a wide spectrum of HR functions (e.g., recruitment and placement, position classification, employee performance and conduct issues, employee and labor relations, education and training, benefits, etc.). Experiencing in performing a key role in rendering expert advisory service and/or authoritative policy interpretations on VISN-wide or equivalent issues (e.g., reengineering and improving HR processes); to serve as a recognized as an authoritative advisor to other senior HR staff and program managers; to develop appropriate interventions for management on significant HR issues and concerns. Extensive experience providing personal judgment, ingenuity, initiative, resourcefulness, and exercising broad latitude to determine the intent behind the guidelines, develop new facility policies and formulate interpretations that may eventually take the form of policy statements and guidelines.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
