The Licensed Professional Mental Health Counselor (LPMHC) serves as the Program Coordinator who facilitates and coordinates programming related to general mental health and the Behavioral Health Interdisciplinary Program. BHIP is an interdisciplinary team of mental health professionals that work together with the Veteran to provide recovery-oriented, evidence-based, mental health care.

Duties

This job opportunity announcement may be used to fill additional vacancies. Program Coordination: a) The incumbent is responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services and access to the Mental Health Clinic. b) The incumbent is responsible for assigning, directing and reviewing the work of staff in the Mental Health Clinic. c) The incumbent serves as a leader for a multi-disciplinary team d) The incumbent will evaluate employees work performance both in the Mental Health Clinic. e) The incumbent will initiate action for selections, promotions, status changes, awards, disciplinary actions and separations f) The incumbent will plan, schedule and coordinate workload and solve problems related to the completion of the workload. g) The incumbent will be responsible for unit needs such as material, equipment and facilities need to complete work h) The incumbent will explain and gain the support of employees for developing, implementing, and managing policies and establishing goals in addition to working to achieve the objectives of government-wide personnel programs and policies. Clinical Responsibilities: - Provides evidence-based treatments including interventions and therapy as well as regular and frequent tailoring of the treatment environment to the individual mental health, physical health, and other recovery needs of Veterans. - Provides therapeutic interventions including individual therapy, family education, group therapy, and case management. - Provides assessment services in consultation with team licensed psychologists and offers appropriate psychotherapeutic assessment techniques. - Assessments include pertinent information in all the required areas of functioning in order to determine appropriate diagnoses and other treatment-related conclusions Teaching and Training/Research: - Provides clinical supervision to LPMHC staff and/or LPMHC trainees, and may serve as the subject matter expert for the discipline. LPMHCs develop behavioral health related training curriculum and often conduct trainings for clinical staff. LPMHCs model ethical and professional behaviors and standards to include multicultural awareness. - Teaches didactic seminars for trainees including in the LPMHC, LMFT, and Psychologist training programs. - Conducts and evaluates ongoing program quality assurance and engages in research activities including presentations, articles, etc. Work Schedule: Monday - Friday, 8am to 430pm, may need to cover inpatient weekend on-call on rotation Telework: Only as needed Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements:The basic requirements for employment as a LPMHC are prescribed by statute in 38 U.S.C. §7402(b)(11). To qualify for appointment as a LPMHC all applicants must: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.). Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS 12: Licensed Professional Mental Health Counselor (Program Coordinator) Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Assignments. LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team Preferred Experience: 3 years Mental Health experience, experience in leadership References: VA Handbook 5005, Part II, Appendix G43 Physical Requirements: Physical Requirements: While performing the duties of this job, the incumbent is frequently required to stand, walk, and bend, climb stairs, and reach with hands and arms. The incumbent must have good manual dexterity and keyboarding skills. The incumbent must be able to communicate efficiently by expressing or exchanging ideas by means of the spoken word. In addition the incumbent must be able to utilize, view, or read information on computer screens and operate the telecommunication equipment. The individual must be able to operate a motor vehicle or secure transportation through other means. LPMHC duties include personal encounters with patients, visitors, and other employees. These individuals may experience crisis, may become volatile and require de-escalation techniques, as well as extreme patience. LPMHCs are required to have excellent communication and interpersonal relationship skills to interact with individuals with a wide variety of medical and psychiatric conditions including handling potentially aggressive behavior.
