The Accounting Technician position is in the Fiscal Department of the Business Office and the position it reports to the Fiscal Administration Supervisor. The incumbent independently commits, amends, verifies costing, obligates, and liquidates for
expenditure accounting for standard and nonstandard transactions in multiple funds. Also, they process receiving reports, review receipts, and reconcile the related control and subsidiary accounts for financial reporting.

Major Duties:
Extracts morning reports from the Integrated Funds Distribution Control Point Activity
Accounting and Procurement System (IFCAP).
Identifies payments to record on obligations. Researches daily rejects on miscellaneous orders, service orders, contracts, receiving reports, and amendments to determine the reason for the rejection and to rectify the accounting transaction.
Processes 2237 and 1358 obligations and modifications to ensure accuracy, validity, and funding availability in the appropriations used by the medical center.
Analyzes and reconciles computer generated reports. Researches current accounts, historical
data, and source documents to develop detail information of the status of various transactions, account balances, changes during a period or other specified information.
Researches and determines cause of discrepancies to make necessary adjustments to reconcile account if needed.
Receives purchase orders and requests, receiving reports, invoices daily activity records and
similar data for processing into the automated system.
Balances and reconciles reports, statements, summaries, and trial balances with supporting
accounting data on a daily/weekly/monthly/yearly basis constituting a complete
reconciliation. Initiates corrective action to reconcile records.
Assigns the appropriate action codes, verifies block totals, determines the correct accounting classification, and ensures manageability and processing efficiency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Reviews funding documents to ensure account codes and dollar amounts are correct in compliance with government procedures and regulations, 2) Must have the ability to reconcile accounts and be the subject matter expert to explain undelivered orders to the finance department, 3) Must have detailed knowledge to ensure authorizations and claims are linked to one or more of at least 26 fund control point categories, and 4) Must have the knowledge of the entire authorizations, claims, and payment process to perform the duties of the position, as all areas of the process must be followed correctly to align accurately for final payment and closure..
