The purpose of this position is to serve as a Procurement Technician for the Department of Veterans Affairs with the responsibility for performing a wide variety of procedural, technical and administrative work in support of contract specialists, officers, and administrators involving a variety of contract types and contract administration actions.

Duties

Major duties and responsibilities include: The Procurement Technician (GS-05) is responsible for performing professional work involving administrative functions in support of Veterans Health Administration Regional Procurement Office, Program Contracting Activity Central (PCAC) office within the division along with support to its customer base with continuing responsibilities for ensuring that the daily operational functions are carried out as efficiently and effectively as possible. Provides technical support and assistance to contracting personnel. The Procurement Technician works within established policies and procedures to complete a wide variety of administrative tasks (e.g., constructing new contract files, reconstructing incomplete contract files, reviewing contract files for completeness against established indexes and checklists, etc.). The Procurement Technician maintains the electronic files in e-CMS, including the scanning of all required documents for upload to the e-CMS briefcase. Procurement Technician gathers and organizes contract information as requested by the procurement staff (e.g., documentation required to respond to protests, claims, inquiries, freedom of information act requests, etc.). The Procurement Technician prepares for signature, distributes and files routine administrative documents at the request of the procurement staff (e.g., COR Delegation letters, Notice of Intent to Exercise Option letters, Contractor Release of Claims, etc.); prepares in final form all types of documentation and forms incident to the administration of the office; recommends payment or nonpayment of contracting invoices based on evaluation of contractors' progress and initiating paperwork process. Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m. Compressed/Flexible Schedules: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Remote: This is a remote position. (Remote refers to work performed on full-time basis anywhere other than a VA facility or using VA-leased space.) Virtual: This is not a virtual position. (Virtual refers to work performed on full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee.) **For this position, telework (up to 80% per pay period) or remote work (100% off site) may be authorized upon supervisor approval if within the local commuting distance of the advertised duty station. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2023. GS-05 Grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Basic knowledge of assembling and preparing necessary documents, maintaining files. Basic knowledge of actions such as processing orders, utilizing bank cards, assisting with delivery orders, purchase orders and simple contracts, Ability to investigate and resolve errors, delays or other discrepancies; Problem solving skills. Basic knowledge with using automated programs for actions including but not limited to data entry, document creation, report creation. Ability to use and analyze organizational procedures and regulations to assist in tasks, including but not limited to assisting customers/vendors with inquiries. There is no educational substitution for the GS-05 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
