Duties

Serves as the Program Analyst in the Advanced Systems and Capabilities branch Plans and assists in the development of multi-year plans for the Directorate’s work programs Leads a team of technical personnel engaged in the planning, development, engineering, production, installation, and testing of assigned systems Performs technical duties including review of cost, schedule, performance, and supportability of complex projects as programs transition through a life cycle of research, development, production, fielding and sustainment Interfaces and collaborates with other federal agencies and military services, combatant commands, and the Office of the Secretary of Defense Manages Joint Capabilities Integration and Development System (JCIDS) and the Planning, Programming, Budgeting, and Execution (PPBE) processes within assigned work unit Assesses long-range factors and their potential to affect programmatic or technical progress of the project Performs incubator-type activities, including: tradecraft working groups, enabling prototypes with proof of concepts projects to demonstrate art of the possible, and pilot projects involving in-depth operational suitability reviews Develops support strategies, statements of work, reviews draft Requests for Proposal (RFP), chairs and participates in source selection, establishes priorities for activities, conducts In-Process Reviews (IPR) and evaluates deliverables Advises leadership concerning program and financial management, engineering development, and logistics support of assigned projects Manages and directs studies and investigations to provide system improvements and incorporates new requirements and other technical data for operations of systems Establishes ad hoc teams to develop position papers, reviews plans for development and issuances, studies, and project reports; estimates budgetary requirements and manpower needs

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade(General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-14: Possesses operational and technical experience working with the Intelligence Community. Highly developed understanding of advanced management and organizational skills with a comprehensive knowledge of the Federal government and the corporate world sufficient to assigned missions and projects. Expert skill in developing and delivering presentations and briefings. Manages complex system design, development, planning and programming and oversees key program areas. Develops support strategies and recommends areas of improvement to advise leadership of problem areas. GS-15: Demonstrates expert skills and knowledge in operational and technical experience working within the Intelligence Community. Mastery of advanced management and organizational skills with a comprehensive knowledge of the Federal government and the corporate world sufficient to assigned missions and projects. Mastery skill and experience in developing and delivering presentations and briefings at the senior level. Expert in managing complex system design, development, planning and programming and oversees key program areas primarily in engineering, testing, installation, and transition of enterprise systems into operational capabilities. Develops support strategies and makes decisions to improve problem areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
