This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center, Police Service (PS). The mission of the PS is to service and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors and others who frequent VA facilities. Safety and security are paramount to ensuring that the VA successfully serve and honor men and woment who are America's Veterans.

Duties

Major Duties Include but are not limited to: Direct coordinates and/or performs a variety of supervisory and non-supervisory policing law enforcement assignments and projects that are performed on Departmental property; including any properties owned, or licensed when consistent with Federal laws, regulations, VA policy and operational guidance. Serves as Supervisory Training Manager and Lead Firearms Armorer, overseeing the training section supervising Ground Defense and Recovery Instructors, Firearms Instructors, Tactical Firearms Instructors, Active Threat Response Instructors and Armorers Works in collaboration with the Chief of Police or designee who serves as the incumbent's immediate supervisor. Provides Lieutenant policing services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities or townships. Serves as Lieutenant and Officer-in-Charge performing various law enforcement and administrative functions throughout VHA. Manages and supervises and coordinates the VHA, PS law enforcement activities for designed assigned areas. Responsible for scheduling all officers for all required training related to the performance of their duties including the initial and ongoing weapons training for all assigned Police Officers. Oversee human resources activities and lead, prioritizes, assigns, reviews, approves and disapproves employees assignments and related assignments. Monitors and reviews the status and progress of the work and makes workload adjustments to ensure the workload is balanced. Prepares, conducts and reviews performance evaluations; takes disciplinary actions; and identifies and conducts specific designated training. Maintains records of all training and provides reports of training accomplishments and deficiencies to the Chief of Police, Deputy Chief and Operations Major. Serves as lead on and personally conducts investigations, apprehensions or detention of individuals suspected or convicted of offenses against the criminal laws of the US. Conducts investigations with a nexus to VA, prisoner transport, patients search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training and other matters. Keeps the Chief of Police informed of issues of concern within his/her command. Provides direct supervision to a minimum of three subordinate Police Officer Training instructors. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing law enforcement training through classroom lectures, presentations, or skills demonstrations; leading and conducting investigations, apprehensions and detentions of persons suspected or convicted of criminal violations; maintaining order to protect life and property; responding to emergency situations; gathering information and preparing reports; conducting routine patrol, traffic control, and traffic accident investigations. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs and carrying items weighing over 50 pounds.
