The primary purpose of this position is to serve as the coordinator for all SAF/IA contract actions and is program manager for International Cooperative Administrative Support Services (ICASS) agency codes under SAF/IA's operational responsibility.

Duties

ICASS Program Manager: At the agency level, employee is responsible for program management and direct oversight of the ICASS agency codes within the responsibility of the Deputy Under Secretary of the Air Force International Affairs. Contract Manager: At the agency level, is responsible for facilitation of and oversight of all contracts generated within the responsibility of the Deputy Under Secretary of the Air Force, International Affairs. Contracting Officer Representative (COR): At the agency level, provides direct COR oversight and responsibilities for various contracts assigned and assists and facilitates other CORs with these duties when necessary for the Deputy under Secretary of the Air Force, International Affairs. Advisor: Advisor to SAF/IA division personnel on developing and implementing SAF/IA contracts in support of SAF/IA's mission. Anticipates potential challenges, develops solutions to mitigate the issue and develops alternatives to ensure contracts are awarded timely to meet mission requirements and are executed efficiently and effectively.

  • Mobility is a condition of appointment; employee must sign an AF-Wide Mobility Agreement
  • A Master's Degree in International Affairs or Strategic Studies is highly desired
  • Employee must meet the mandatory standards of experience and training, and the desired standards of education for an International Affairs level III certification
  • Completion of a Senior Service School, (i.e. Air War College, National War College, RAND Fellows, etc.) is highly desirable
  • This is a Centrally Managed Position in the 0130 Series, Foreign Affairs Career Field

Qualifications

The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 0130. Basic Requirements for GS-0130: A Bachelor's degree (or higher degree) or a degree with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. NOTE: You must submit a copy of transcripts. OR Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown above. NOTE: You must submit a copy of transcripts. OR Experience: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of current structure of US security assistance programs and organization of the Executive Branch, Office of the Secretary of Defense, the Service staffs and the USAF as they manage, conduct, develop, and execute policy for security assistance programs. Expert knowledge of the concepts, principles, and methods of policy and program development and strategic planning as they relate to resource and program management. Comprehensive knowledge and thorough understanding of the Arms Export Control Act (AECA), the Foreign Assistance Act (FAA), the FMS Financial Management Manual (DoD 7290.3-M), the Security Assistance Management Manual (SAMM, Department of Defense 5105.3 8-M) Federal Acquisition Regulation (FAR), and all related Department of Defense and Air Force regulations and policies. Broad knowledge of military and civilian resource requirements, security cooperation policies, regional issues and capabilities determined through research, special projects, and organizational teaming requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of long range and strategic planning methods and concepts. Knowledge of US foreign policy objectives, the US alliance structure, USAF and DoD acquisition policies and their impact on international programs, and the DoD international agreements process. 2. Knowledge and skill in qualitative and quantitative analysis techniques to develop performance measures. Expert skill in managing and coordinating complex activities in a multi-functional environment involving interaction with senior executive and management levels of the Air Force, DoD, and international customers. 3. Ability to research, organize and respond effectively on strategic issues and problems. Comprehensive knowledge of policies, processes, procedures, and regulations governing procurement actions. High degree of analytical skill to formulate, justify, and execute programs 4. Demonstrated skill in dealing with senior officials in the Federal Government, industry, and the international arena. Significant ability to communicate, advise, and network between a variety of organizations at AO and Senior leadership levels - both orally and in writing. 5. Ability to support SAF/IA senior leaders with internal decision making and development of policies executing and maintaining the SAF/IA Strategic Plan. 6. Ability to perform work requiring a professional knowledge of the formulation and implementation of foreign policy of the United States in the conduct of the relations, primarily of a political or politico economic nature, of the United States with other governments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
