This position is located in the VA Western Colorado Health Care System under the Engineering Department. As the Interior Designer, you are assigned the multiple, complex, and frequently urgent design project undertaken by the Project Planning Section of Engineering Services and as full responsibility for developing and continuing an interior design/decoration program for all areas the VA Western Colorado HCS.

Duties

Independently prepares and directs vendor sketches, perspectives, or detailed plans to scale showing color schemes, furniture, furnishings, and wall décor for all projects requiring interior design services. Selection is made of all associated items including furniture, furnishings, wall décor, floor and wall finishes, and signage. Incumbent is conversant with procedures, practices, and nomenclature of related professional fields required to effectively coordinate and consult with representatives of such fields as lighting, architecture, mechanical, and structural engineering, as well as landscape architecture. Inspects the physical installation of products in construction and renovation projects as related to interior design in order to ensure contractual compliance. Initiates and responds to project-related correspondence. Develops scopes, produces documentation, drawings, specifications, criteria, and cost estimates necessary to procure services or products necessary to activate program moves into new or renovated space. Establishes and manages utilizing independent research a resource library of furnishing, office furniture, draperies, wall coverings, floor coverings, finishes, colors, fabrics, etc., from vendors and suppliers. Interacts daily with all levels of management including Executive Leadership while independently developing detailed project requirements for a variety of services, ranging from general administrative to specialized clinic needs. Coordinates activities with such services as Engineering, Environmental Management, Logistics Management, and Office of Information & Technology, and schedules both program moves and vendor services to minimize disruption to critical activities of the health care system. Develops from scratch furniture layout and design related to both interior design service requests and for interior design project support for activation to make spaces usable for clients. Orders products, materials and services, authorizes credit card transactions, and records purchases, ensuring procurements are within budget constraints. Manages and tracks transactions from initial purchase through receipt and/or installation of product. Monitors, modifies, and maintains an overall directional graphics and signage system for the health care system, utilizing consultants, contractors, and own expertise to meet the requirements of The Directional Graphics Manual for VA Medical Centers. Utilizes the Engineering Work Order system to manage requests from various Services, ensure timely responses, and document completed actions. Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Required Basic Requirement:Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. OR Specialized Experience (for positions above GS-5): Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience of at least 1 year equivalent to the GS-12.You may qualify based on your experience and/or education as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Deal effectively with Architect/Engineers (AIE?s), staff engineers, construction contractors, vendors, and health care system personnel; Complete objectives that are accomplished through the application of artistic, technical, and architectural techniques and procedures, creative ability, and professional skill and judgment; Have extensive knowledge of the use of color, furnishings, drapery material, and contractual sources. creates appropriate interiors by identifying and/or developing finish schedules, wall surfaces with various textures, materials, and patterns from rough sketches provided by architectural engineers; Develops drawings needed to finalize plans and specifications and proceeds with recommendations for the selection, procurement, and the placement of furnishings; Possess knowledge to prepare floor plans and configure furniture layouts using the latest AutoCAD software and/or any 3D modeling software such as Revit. Physical Requirements: The duties involve frequent walking and standing to view areas to be decorated or furnished and to prepare plans, specifications, sketches, and/or perspectives. Must travel among various divisions and clinics requiring several hours within a single day.
