The Time and Leave Clerk (OA) for Engineering Service is under the Administration Support Section, at the VA Palo Alto Health Care System. This position provides administrative support to include time keeping duties, respond to customer service questions. This is the full performance of the position.
Duties
Knowledgeable of the ETA processing system, VA Leave Administration policies, including laws governing leave administration.
Transcribing complex employee tours of duty and days worked into the PAID system as well as difficult time card coding for all types of premium pay and various types of leave.
Monitoring employee leave balances to assure negative balances do not occur.
All data transcription of time cards is at or above the established minimum proficiency level and incumbent is expected to proof his/her input.
Selects, rearranges, and consolidates data from a number of source documents based on instructions.
Has a working knowledge of Vista, network drives, MS Outlook, Word, Excel. Power Point, and the willingness to learn other computer programs.
Maintains a variety of office files in accordance with governing regulatory procedures.
Receives visitors telephone calls and refers them to proper person or furnishes information requested.
Takes care of routine matters, and uses knowledge of the programs or operations to refer other inquiries to appropriate personnel.
Routes, controls, and distributes mail and other office communications in accordance with established procedures end knowledge of the organization and assigned personnel.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Typing Requirement: Applicants for this position must possess a typing speed of at least 40 words per minute. Words per minute are based on a 5-minute sample with three or fewer errors. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Processing a full range of official payroll actions for employees under various payroll systems; determining pay; maintaining payroll records and completing related reports pertaining to employees; processing cases within the full range of payroll functions; and processing time and attendance records. Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school. Education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Note: Transcript must be included with application if qualifying via education. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and college education to meet the qualification requirements for the position. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Physical Requirements: The incumbent must be capable of sitting for long periods of time concentrating on details while planning and scheduling work, preparing reports, compiling statistics, etc. On occasion, he/she will be required to do extensive investigating work to gather data and prepare presentations. Frequent travel between divisions may be required.
Work Environment: The work is performed in an office/health care environment subject to the ordinary risks of such an environment. A considerable amount of time will be spent working at a desk, researching files or using computer programs to research the Health Care System and Engineering Service data bases.
