The Los Angeles Health Care System is currently recruiting mail clerk in the Logistics Service. The incumbent performs work as a general clerk in a Mail office in a support nature that encompasses a variety of clerical duties and responsibilities.
Duties
Duties include but are not limited to:
Process incoming and outgoing correspondence by assigning the appropriate routing codes, as well as operate a variety of automated office equipment such as Federal Express, UPS, USPS, computers, printers, bulk mailing machines, postal meter machines, certified weighing machines and mail processing machines.
Ensure that incoming public inquires and staff mail is properly logged, date stamped, open un-addressed mail, and sorted for proper distribution of items.
Knowledge of all of the correct routing codes within services in order to properly breakdown the mail distribution.
Knowledge of medical terminology is also needed to understand what belongs to the different departments of the hospital.
Order, receive, process, and ship out the burial flags requested by the U. S. Postal Service.
Receive and collect incoming/outgoing mail or other documents.
Process material which requires special handling such as selecting most expeditious route for special or urgent delivery or handling; makes special trips to deliver mail, collects or distributes mail to internal staff as well as external customers; locates lost or delayed mail; and/or safeguards material in transit.
Perform clerical or support work for a variety of technical and/or program specialists in support of the programs.
Operate computer systems, and/or performs data processing support and service functions requiring knowledge of data processing sequences, procedures, user and/or programming languages, computer requirements, and/or techniques associated with the development and design of systems.
Maintain a variety of tracking sheets, log books, and suspense files.
Responsible for the filing of signature required correspondence, materials, and burial flag requests.
Receive phone calls for the Section and directs callers/visitors as needed to the appropriate department or staff point of contact.
Provide information about the facility mail operation, its functions, activities, and personnel to educate other staff and/or Veterans about available capabilities and service options.
Work Schedule: Monday - Friday 7:30AM - 4:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: In addition to time in grade requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires considerable and strenuous physical exertion, such as climbing/walking flights of stairs, lifting heavy objects over 50 pounds, crouching or crawling and working in space constrained areas. Mail room staff must have the ability to use proper abdominal and lower back muscles to support part of the body repeatedly or continuously over time without "giving out" or fatiguing. Mailroom personnel regularly performs physical activities that require lifting and carrying of heavy boxes, and actions that involve climbing stairs, lifting, balancing, walking, stooping, and activities that often require considerable use of the arms and legs, such as in the physical handling of shipment. Navigating, or driving vehicles or mechanized equipment, passenger vehicles, and carts. Lifting heavy objects weighing more than 80-100 pounds (i.e. boxed of health records, wheel chair parts, boxes of drugs and containers of hard drives, etc.) being shipped.
