The incumbent of this position serves as the Management Analyst, EN-0343-03, Savannah River Acquisition & Project Management Office (NA-94) responsible for analyzing, evaluating, and advising to management on the effectiveness and efficiency of NNSA execution of programs and functions, the distribution of work amongst positions and organizations, appropriate staffing levels and skills mix, benefits/uses of automation to improve the efficiency of administrative support or program operations.

Qualifications

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression (NNSA pay band or GS grade level in the Federal service i.e., EN-02 or GS-11 equivalent). Specialized experience for this position is defined as: Experience analyzing and evaluating current management and organizational practices to determine the most efficient way to organize work within a process center. Examples of Specialize Experience: a. Experience developing recommendations resulting in increased productivity and efficiency in providing service to users. b. Experience performing a range of analytical studies and projects related to filed program operations in the areas of management and productivity improvement.

Education

GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques; performing employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues; and gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.
OR
EDUCATION:
Successfully completed at least two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a major directly related to the position of a Human Resources Specialist. OR
COMBINATION OF EXPERIENCE AND EDUCATION: combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your application.

GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent. Examples of specialized experience includes performing HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques; performing employee relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform analyses and draw conclusions on complex legal issues, problems, and situations, and advise managers regarding appropriate corrective techniques in response to a range of conduct and performance issues; and gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.

EDUCATION: S
uccessfully completed at least three (3) years of progressively higher- level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position of a Human Resources Specialist. COMBINATION OF EXPERIENCE AND EDUCATION:
