About the Position: Serve as Plant and Facility Program Manager with the US Army Corps of Engineer District, Hunting Regional Rivers Repair Fleet, Louisville Repair Station, with duty location Louisville, KY.

Duties

Coordinate and oversee maintenance activities and related work with key repair station and fleet personnel. Prepare work schedules, repair estimates, and determine appropriate labor and required materials. Ensures work conducted on assigned equipment is completed in a timely manner and that a quality product is achieved. Provides technical expertise in the planning and execution of floating plant, repair stations, facility upgrades and the execution of major plant and facility maintenance and repair activities. Serves as the R3F Facilities Equipment Maintenance System (FEMS) coordinator and Subject Matter Expert (SME). Plans and implements plant and facility upgrades and major maintenance in coordination between other plant and facility managers Prepares specifications and scopes of work for repairs to be accomplished by private contractors and recommends sources to the local contracting activity. Responsible for compiling data for use in preparing budgets and job estimates, and preparing justifications for budget requests. Coordinates assigned units Plant Replacement and Improvement Program (PRIP) for replacement of aging equipment. Supports recordkeeping and annual compliance, including maintaining licensing, monitoring upcoming license expirations and mandatory training to maintain licensure.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, Acquisition and Contract Management, Engineering. (Note: must attach copy of transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS12: Specialized Experience: One year of specialized experience which includes: maintaining records of equipment repairs and maintenance; administration of plant and facility operations; maintain information in automated management systems; maintaining inventory and property records; coordinate contract work and preparing contractual and micro purchase procurement documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
