You will serve as the Director, Programs and Project Management in the Planning, Design and Construction Directorate (PDC) of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.
Duties
You will directly supervise a technical and management staff comprised of civilian program/project managers, mega-project managers, cost engineers, estimators and schedulers.
You will conduct comprehensive reviews and updates of project status for all PDC work in the division (particularly those identified as "high visibility') on a monthly basis as a minimum and more frequently, as necessary.
You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building and seek improvements in business practices.
You will be responsible for the execution of all major construction programs within the Command's Area of Responsibility (AOR).
You will be responsible for the management of assigned planning, design and construction funds, prioritizing and implementing spending plans to maximize benefit to the Navy.

Qualifications
Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying knowledge of facilities engineering, facilities design and construction development, systems engineering and building materials, methods, systems, and equipment used in construction to manage projects and/or programs; 2) Using project management principles to include planning, scheduling, budgeting, risk management, and key stakeholder engagement to manage projects and/or programs; 3) Developing completed facilities which address all mission/operational requirements by managing architectural/engineering disciplines and their coordination; and 4) Coordinating/mentoring others in various acquisition methods such as Design Build (DB), Design Bid Build (DBB), In-house DBB/DB, AE DBB/DB.

Education
Applicants for the 0801, Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Applicants for the 0808, Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activitiesORyou lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
