This position is located within the Veteran's Health Administration, Caribbean Healthcare System, San Juan, Puerto Rico. The incumbent serves as Facility Services Assistant at the Work Order Section, Maintenance and Repair Section of the Facility Management Service. The incumbent assist in the responsibility for the effectiveness, responsiveness, and efficiency of the Medical Center Maintenance and Repair activity.
Duties
Inspect real property assets and identify all work requirements against these assets
Evaluates major component systems (i.e., water distribution system; sewer system; electrical distribution emergency power generation system; heating, ventilation, and air conditioning system; elevators; boiler plant and steam system; and fire detection and alarm system) etc
Analyzes work trends and provides reports to the M&R Supervisor and Chief of M&R
Ensures the integrity of the utility and facility equipment inventory
Prepares work schedules for the different shops, prepares estimates of man-hours, and assigns RWP for shops within M&R
Researches and analyzes all aspects of equipment operation, maintenance services available through outside firms, and resources available or attainable in house, to enable cost comparisons of maintenance service performed by VA personnel and service vendors
Interpret technical guidelines, manuals, etc. adapting established procedures and techniques, making adaptations and adjustments necessary to accomplish specific project
Monitors the real property maintenance and repair program through the use of an automated facility management program
Responsible for the handling and filing of all documents of the Work Order and Equipment Management Section
Serves as the Contracting Officer Representative for facilities M&R service contracts
Requires knowledge of computer applications for analysis and control of engineering maintenance
Plans and carries out the successive steps and handles problems and deviations in the work assignments in accordance with instructions, policies, previous training, or accepted practices in the occupation
Manages variety of conventional problems, questions, or situations in accordance with established polices and or procedures
Performs other related duties as assigned by supervisor
Work Schedule: Monday thru Friday 7:00am - 3:30pm OR 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one (1) full year of specialized experience that equipped you with knowledge, skills, and abilities to successfully perform the duties of the Facility Service Assistant at full performance level (GS-07), and that is typically in or related to the position to be filled. To be creditable, specialized experience must be equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience such as inspecting real property assets and identifying work requirements. Knowledge of how to research and analyze all aspects of equipment operation and maintenance services. Preparing correspondence, reports, and other documents based on information gathered from program files or other records. Ensures integrity of AEMS/MERS inventory & maintenance scheduling database and preventive maintenance of critical Medical Center equipment. Assist in development of computer software. Perform physical inventories and inspections of equipment and other inventory items within automated systems. Knowledge of various office automation software, processing procedures, and electronic drafts, and updating and revising existing databases or spreadsheets. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. AND
LANGUAGE PROFICIENCY: This position requires the skills of English and Spanish proficiency. In addition to meeting the experience requirement, you must be proficient in spoken and written English as well as spoken Spanish.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires standing and walking during the entire workday, and frequent bending and lifting of supply/equipment items (occasionally weighing as much as 50 pounds). The employee regularly does kneeling, crouching, pushing, and reaching as part of doing inventories and handling supply/equipment items. This is done though most of the day's work for extended period of time.
Work Environment: Usually an office setting, but duties require periodic visits to all areas of the Medical Center, including general Medical and Surgical areas for acquiring data and information, inspections may be performed inside and outside building, on roofs, under buildings, in areas that are often hot, city, dusty, greasy, damp and unsanitary. There is occasional exposure to high-level noise areas.
