You will serve as a PURCHASING AGENT in the Contracting Office (Code 400) of NORFOLK NAVAL SHIPYARD.

Duties

You will conduct a wide range of purchases and ensure all actions are completed in accordance with established laws, regulations, guidelines, policies and procedures. You will document any and all changes in the contract file. You will determine the method of solicitation and establish reasonable quote time based on type of requirement. You will review RCPs to ensure all applicable approvals, waivers or certifications accompany the requirement prior to purchase. You will communicate and assist customers. You will perform market research to determine procurement history and the availability of sources

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Certification Requirement: Foundational - Incumbent has 36 months to earn this certification.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with knowledge of Federal Acquisition Regulations (FAR), DOD FAR Supplement, Navy Acquisition Regulations, NAVSEA Contracting Manual, contract law, and other regulations Experience with an in-depth knowledge of Government Simplified Acquisition Procedures (SAP) Experience with analyzing descriptions to identify problem areas in specifications or work statements Experience with knowledge of price analysis techniques to evaluate prices or costs Experience with implementing post-award procedures to discuss price adjustments for modifications. Experience with utilizing automated systems, office programs and internet. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting with contracts, techniques for contracting or procurement, contract negotiation, solicitation and evaluation methods. Experience assisting with contract modifications and negotiate and issue contract modifications, as required. Experience assisting with pre-award inquiries by taking the appropriate action according to FAR/DFARS (and applicable supplements) to resolve questions. Experience assisting with the evaluation of vendors to ensure the requirement best meets the Government needs in terms of timeless, cost and quality. Experience assisting with the research of business and industry practices and able to discuss contract requirements with representatives of business. Experience with utilizing automated systems, office programs and internet.
