This position is located in the Office of Engineering of the Western Federal Lands Highway Division (WFLHD). The Supervisory Quality Assurance Specialist at Western Federal Lands Highway Division (WFLHD) is responsible for: implementation, monitoring, and maintenance of the WFLHD Project Delivery Quality Assurance (PDQA) Plan for the delivery of roadway construction projects and engineering services.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience participating in or implementing quality assurance programs in order to meet operational and program objectives for the development of roadway construction projects; AND/OR Experience conducting quality assurance and quality control reviews and leading process improvement activities in support of roadway/highway construction projects; AND/OR Experience with evaluating roadway construction plans, specifications, and engineer’s estimates (PS&Es) for conformance with established standards and experience assessing biddability/constructability of those documents. You cannot qualify based on education at this grade level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Quality Management - Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
