THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), Position Description Number PDT5551000 and is part of the MA ANG 104th FW, National Guard. Duties

GS-09 Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of knowledge management programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. Decisions are made based on subject analysis, phase, or issues involved for each assignment, and may be selected from multiple alternatives. Incumbent uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or issues. Works with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems. Applies enterprise processes and technologies to capture, store, organize, share, and control tacit and explicit knowledge. Implements Continuous Process Improvement techniques to improve mission and business processes. Uses various software to enhance access to relevant cross-functional information. Provides training to managers and end-users regarding knowledge management principles, costs and benefits. Administers Enterprise Information Systems (EIS) to facilitate knowledge management and collaboration by developing, designing and maintaining websites. Provides EIS web management and administrative support. Ensures all site content adheres to applicable policies and standards. Provides training, consultation and instruction to end-users on database and file management techniques. 2. Provides guidance to Wing leadership moving the organization towards the implementation of effective knowledge management practices. Promotes Wing's use of knowledge management and information sharing practices. Possess a thorough understanding of Air organizations, missions and procedures, and recommends appropriate technologies to support current policies and practices and advise on opportunities presented by emerging technologies. 3. Manages overall processes for organizations to plan, coordinate, share and control information. Possess knowledge of the organization's core business/mission processes and procedures. Identifies and assists in establishing roles and responsibilities for supporting a knowledge management environment; builds knowledge working groups/teams. Migrates content to support and promote knowledge management. Supports and maintains the continuous development of new communities of practice through the analysis of current and projected work methods. Determines how knowledge will be structured, shared, controlled and accessible for the various needs of the organization. Defines roles and responsibilities related to data governance and provides clear accountability for stewardship of the commander's principle information assets. Serves as the primary liaison between users, functional areas, and technology. Validates all data related business requirements for managing and protecting data are clearly defined and communicated. Provides customer service by assisting and educating users on authoritative data sources, data services, and presentation tools to meet organizational objectives. 4. Manages the Records Management (RM) and Records Life Cycle Program. Enforces statutory records management requirements, to include training, policies, and technologies. Identify, organize, protect, share, archive, and dispose of official government records through automated management systems. instructions, and general guidance Collaborates with Wing IT security specialists to conduct risk analyses, security tests, evaluations. Creates security reports for submission. Administers user access controls, electronic records structure, permissions, storage, password controls and procedures using applicable security policies and regulations. Partners with knowledge managers at all levels to ensure that available tools have the capacity to support effective Air and Joint collaboration. Develops and implements policy and guidance governing the implementation of knowledge management initiatives. Develops reports, matrices, and requests for information, as well as collaborative planning tools to ensure timely delivery of decision-quality information to organizational stakeholders. Qualifications

AREA OF CONSIDERATION: Nationwide - Open to all US Citizens GENERAL EXPERIENCE: Must have experience, education or training which has been Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: GS-09: Must have at least 1 year equivalent to at least GS-07 level in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. GS-11: Must have at least 1 year equivalent to at least GS-09 level in the normal line of progression for the occupation in the organization. Experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled . Incumbent will be appointed at the GS-09 or GS-11 level depending on qualifications. This position is developmental: Incumbent may be non-competitively promoted to the next higher grade upon completion of an Individual Development Plan (IDP), meeting time in grade requirements, and be recommended for promotion by supervisor PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
