Program Support Assistant provides direct program support for Engineering Service staff members, as well as the VA Medical Center staff, veterans, and visitors. Provides structured support to multiple facility programs. Independently performs a variety of clerical and administrative duties for each of these programs, which requires a sound working knowledge of hospital and service policies, procedures, and directives. Incumbent also performs credit card purchases for Engineering Service.
Duties
The duties are to include but not limited to:
Plans, coordinates, and accomplishes a variety of program support tasks, such as recording/tracking specific program data and preparing and compiling data for special reports. Consolidates statistical and narrative data for reports and/or management review. Performs basic analysis of data to recognize trends and compiles data to prepare monthly, quarterly, and annual reports. Researches, collects, and compiles statistical data and other information for special reports, as requested. Independently maintains EOC workorders to ensure reports and correspondence are submitted on or prior to established deadlines. Performs various duties as a Work Order Clerk, Key Control Representative, ADPAC, PIV Sponsor and Timekeeper.
Primary point of contact for issuing keys to new and current staff members as per the request of service key control representatives. Accepts keys from employees transferring or separating from the medical center. Maintain security and exclusive access, support the locksmiths to maintain the database for all the keys issued, returned, and lost. Responsible for receiving signatures from the employees either written or electronic, maintaining records as appropriate in an orderly fashion. Incumbent works with the Locksmith to ensure key inquiries or issues with key distribution is settled in a timely manner.
Serves as a co-primary timekeeper for approximately 80+ employees. Independently posts timecards on a daily basis. Verifies leave balances to ensure proper usage. Provides support to employees with low leave balances on what type of leave (leave transfer, advanced sick/annual, care and bereavement, leave without pay, etc.) to request, often calculating leave accruals and preparing requests in the form of memorandum for the employee's signature. Provides instruction to employees on submitting requests. Independently tracks leave requests needing submitted and sends out reminders to respective employees. Advises key staff and supervisors of discrepancies and appropriate policies and procedures. Ensures timecards are accurate with no exceptions showing prior to certification. Follows up to make sure timecards are certified and appropriate supervisors have approved OT/CT requests and corrections.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: Do you possess at least (1) one year of specialized experience that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of this position? To be creditable, specialized experience must have been equivalent to at least the GS-5 grade (developmental) level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position. To be creditable, you must have one year of specialized experience equivalent to at least the GS-5 grade level. Examples of Specialized experience includes Administrative and clerical work of an office, Utilizing word processing, spreadsheets, database, and software to manage information; Manages supplies and equipment by interfacing with supply, Maintaining time and attendance records, Performing data collection and preparing reports; and Receiving calls and visitors and directing them appropriately.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The majority of the work is sedentary but may include some physical effort, such as walking, standing, bending, sitting, and light lifting. There are no special physical demands.
