The Incumbent serves as the Supervisor of the Payroll Team within the Financial Management Service Line. The Incumbent performs assigned duties that promotes adherence to pay-related Federal Laws and Regulations and established VA Financial Policies, Procedures and Best Practices, outstanding customer service, and the maintenance of an environment committed to assisting the ongoing Mission of providing the highest quality of healthcare to our Nation's Veterans.

Duties

Oversees the Payroll Team serving a large and complex healthcare system. Provides technical and administrative guidance, troubleshoots issues, and conducts trainings. Manages biweekly transmission of employee time and attendance data to VA Financial Services Center (FSC) and DoD DFAS. Analyzes and evaluates Payroll operations and prepares program status reports. Serves as a liaison with internal and external stakeholders. Performs administrative tasks including managing the functional unit, identifying improvement areas, and reviewing standard operating procedures. Collaborates with Financial Analysts to develop project plans, define tasks, scope, milestones, and deadlines. Reviews completed projects for compliance with regulations, policies, and alignment with healthcare system goals. Manages Payroll functions, addresses time and attendance inquiries, and oversees the Voluntary Leave Transfer Program. Responsible for reviewing Invalid Transaction Reports, conducting investigations, and ensuring correct Employee compensation. Takes a leadership role as the Payroll Unit Leader during healthcare system emergencies. Responsible for ensuring correct compensation of all Healthcare System Employees and offering technical advice. Conducts Payroll processing overviews during New Employee Orientation sessions. Manages performance standards, leave scheduling, and continuity of operations. Collaborates with CFO, AFO, Supervisory Accountant, Supervisory Budget Analyst, and others. Assists in sensitive investigations related to pay and time and attendance. Knowledgeable about the VA Green Environment Management System (GEMS) and its impact on environmental stewardship. Performs other assigned duties. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Position Description/PD#: Supervisory Financial Analyst/PD14011A Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): This occupation is currently approved for a 15% Veterans Health Administration enterprise-wide Critical Skills Incentive through 04/20/2024. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07, for a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a Federal Agency, VA Medical Center or VA-FSC-based Civilian Pay Technician (GS-0544) or Financial Analyst (GS-0501), reviewing the Invalid Transaction Report and other Payroll-related reports that are available in DCPS and VATAS during Payroll Processing, developing and leading training sessions, using the VA Time and Attendance System (VATAS), VA Human Resources (HR) Smart, DoD DFAS' Defense Civilian Pay System (DCPS), Help Desk Request Tracking System (DoD DFAS' Remedy), USAStaffing, and other financial management systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or Legum Baccalaureus (LL.B.) or Juris Doctor (J.D.), in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) full year of graduate level education NOTE: only graduate education is creditable toward meeting this requirement. GS-11 Minimum Qualifications: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a Federal Agency, VA Medical Center or VA-FSC-based Supervisory Civilian Pay Technician (GS-0544) or Supervisory Financial Analyst (GS-0501), troubleshooting rejected HR-initiated personnel actions and their adverse effects on Employee pay, determining the root cause of timekeeping errors and pay-related anomalies and taking all appropriate corrective actions, providing subject matter expertise (SME) level technical advice to Facility Leadership, providing all administrative and technical supervision and oversight necessary to accomplish the mission of compensating all Medical Center Employees fully, correctly, and timely. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or Legum Magister (LL.M.), in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
