- The incumbent must be willing to work a flexible schedule in order to accomplish mission assignments, and to attend numerous conferences and community meetings to articulate MARFORCYBER/JFHQ-C and Service positions.
- Position requires occasional travel and periodic weekend/holiday work.
- This position is not telework eligible.
- The incumbent may be required to perform occasional travel (25% or less) which may involve the use of commercial and/or government aircraft

- Requires IA Level III certification within 24 months of assignment. Requires Security+, CISSP, or CEH within 12 months of assignment
Qualifications
You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include developing and directing plans, policies, and programs to meet constantly changing cyber security needs.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include working as a member of a team, participates in developing, creating, writing/coding, testing, and maintaining new or modified computer applications, software, and/or utility programs for less complex programs
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include providing expert analysis and advice on highly complex and controversial program related IT issues or problems
In addition to the experience demonstrating the four competencies above, you have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by implementing security designs for new or existing systems, evaluating proposed new systems for potential security risks, and employing a variety of network and host-based sensors and tools to determine vulnerability.

MAJOR DUTIES:
Cyber Information Security Specialist - Serves as the Cyber Information Security Specialist for MARFORCYBER who designs, develops, tests, and evaluates information system security throughout the systems development life cycle, incorporating and implementing information system security measures at the systems or network level. Work of the organization involves continually monitoring and protecting Marine Corps assets, providing forensics services, threat intelligence, and network defense measures and solutions, ensuring total situational awareness for security threats, risks and vulnerabilities, reporting and sharing pertinent information internally with higher authorities and partners as appropriate and in response to Department of Defense (DoD), United States Cyber Command (USCC) CYBERCOM, and USMC Orders and directives.
Risk Management Framework (RMF) and Cybersecurity Policy Lead - Conducts the RMF Process and ensures its full implementations: Tests, implements, deploys, maintains, and administers cyber defense infrastructure hardware and software used to manage network defense service provider resources and services and to remediate unauthorized activities at the systems or network level. Works with physical security to ensure the protection of MARFORCYBER IT systems and networks to include all devices. The incumbent reports on the controls effectiveness for mitigating exposure to identify risks. Communicates security issues and control gaps through security governance processes. Implements and integrates risk management procedures and follows Standard Operating Procedures (SOPs) for preparation, detection and identification, containment, eradication, recovery, and post-incident activities.
Technology Innovations - Evaluates hardware/software capabilities to satisfy emerging cybersecurity requirements and trends such as cybersecurity data analysis, artificial intelligence and machine learning. Develops, creates, writes/codes, tests, and maintains new and/or existing computer applications, software, or specialized utility programs according to technical specifications and functional requirements to create applications/software for standard business processes. Investigates and analyzes emerging information technologies and Commercial Off-the-Shelf (COTS) hardware/software products to identify and recommend those appearing to have good potential for successful application to current and
projected operational requirements.
Information Systems Security Engineer - Serves as the Information Systems Security Engineer (ISSE) for MARFORCYBER G-6 and point of presence for resolution of all cybersecurity related issues for MARFORCYBER and its subordinate commands. Reviews system/network cybersecurity vulnerabilities to validate compliance with USMC and NSA CONOPS, policies, and guidelines, and presents findings accordingly. Provides cybersecurity data in support of the assessment and authorization of systems, applications, and other capabilities. Develops, monitors, and analyzes information technology (IT) systems security integration, testing, operations, and maintenance activities at the systems or network level to ensure compliance with systems security requirements.
